The core content of modern politics is party politics.Most countries and regions in the world today are controlled by political parties and governed under the leadership of the party.The study of party ethics is one of the core issues in the study of the party’s ruling legitimacy,that is,how to obtain the trust and support of the people based on value identity.The research on the construction of party ethics of the Communist Party of China(CPC)is a theoretical hotspot and practical issue in party politics research and party governance practice.The Communist Party of China continues to strengthen the ethical construction of political parties,so as to consolidate and improve the image and dignity of the party as a whole,cultivate and establish the correct value orientation,moral quality and behavior mode,all of which will determine whether the party can always carry the original mission and give full play to its distinctive advantages different from all other political parties,whether it can correctly deal with the risks brought by long-term governance and the great changes that have not occurred in the past century,and whether it can make the right choice in the face of various complex political party relations.As a long-term ruling Communist Party of China,strengthening its own construction and forming the party’s political culture,one of the major achievements is to attach importance to the construction of party theory.The party ethics is contained and reflected in the correct handling of intra-party relations,party-mass relations,party-government relations and inter-party relations,reflected in the work and organizational life of party members,and also reflected in the cultural atmosphere of people’s trust and support for the party.The first chapter of this paper mainly discusses the related concepts of party ethics.First of all,the core concepts involved in party ethics are summarized.The so-called ethics refers to the principles and norms that should be followed in dealing with the relationship between people and society.The so-called party ethics is the law and order reflected in the party relations,which regulates and restricts the behavior of party members.The direction of the ethics of the Communist Party of China.In these four relationships,there is a reason to highlight the nature,purpose and original mission of the party,which is the criterion for the Chinese Communists to restrict their own behavior.This is also the obvious advantage of the Communist Party of China different from all other political parties.Secondly,after expounding the related concepts and main contents of political party ethics,it is necessary to implement the theory into practice.The important significance and role of the Communist Party of China in strengthening the construction of political party ethics mainly include supporting the Party’s own construction,modeling the construction of social ethics,leading the construction of national governance system,and providing reference for other political parties.Finally,the internal factors and external factors that affect the construction of party ethics of the Communist Party of China are analyzed and studied.The first is the internal influencing factors,which need to be analyzed from the nature of the party.To grasp the nature of the party is to understand what the party we want to build.Second,external influencing factors need to be analyzed from four aspects:environment,individual,culture and organization.The second chapter is mainly through the comparative analysis of the ethical characteristics of other political parties,to further highlight the ethical advantages of the Communist Party of China.First of all,as the birthplace of the first batch of modern political parties,the United States is a typical country to implement the two-party system.They adhere to and believe in the bourgeois ideology,believe in capitalism,maintain the capitalist private ownership,and safeguard the principle of inviolability of private property.This nature directly affects the characteristics of political party ethics in the United States.The main performance is that the organizational structure of political parties is lax and discipline is slack,the relationship between political parties and voters is more indifferent,only elections as a link,independent and non-interference between political parties and the Government,competition,opposition and conflict between political parties.Secondly,it analyzes the ethical characteristics of the Communist Party of the former Soviet Union,from striving for’land,peace and bread for the people at the beginning of its establishment to separating from the masses,ignoring the needs of the masses and hurting the feelings of the masses in the later period,from the beginning of its establishment,it insisted on serving the proletariat and the working people to serving the minority interest vested people in the later period from the initial emphasis on equality and democracy to later accused of totalitarianism and autocracy;from the early stage of establishment to the later stage,the Communist Party of various countries was treated as a’brother party’to interfere in other domestic affairs at will with the ’Laozi Party’.Finally,the ethical characteristics of modern Chinese bourgeois political parties are analyzed,the period is divided into three stages:First,the ethical characteristics of bourgeois political parties in the early Republic of China,the main performance:the political party goals empty,divorced from reality;organizations scattered,political parties fighting.Second,Sun Yat-sen’s political party ethical characteristics,the main performance:to develop a clear party program;the relationship between the party and the masses is between the excellent and the ordinary;political parties compete and develop together.Third,the KMT’s political party ethical characteristics,mainly:party members only obligations,no rights;the Kuomintang is the people’s ’mentor’and ’nanny’;’Party for government’;’No party outside the party’.The third chapter mainly combs the historical process of party ethics construction of the Communist Party of China.First,during the period of the new democratic revolution,the Communist Party of China led the people to fight bravely and die indomitably,and endured the life and death test of the new democratic revolution.This period was the preliminary exploration stage of the party’s ethical construction:the party bearing the original mission was formally born;strict organization and discipline are initially established within the Party;the fine style of keeping close contact with the masses is always maintained;explore new ways of democracy and create a ’three-three’regime.Second,in the period of socialist revolution and construction,the Party led the people to be independent and self-reliant,and struggled unremittingly,and survived the survival test of socialist revolution and construction.This period was the new development stage of the Party’s party ethics construction:Party members played a model role,and the Party organization put forward new requirements;the Party’s best wish is to continuously improve people’s living standards;truly establishing a ’democratic and honest’ government;we should develop and construct new party relations and propose the ’Eight-character Policy’.Third,during the period of reform and opening up and socialist modernization construction,the Party led the people to emancipate their minds and open up bravely,and withstanded the rise and fall of reform and opening up and socialist modernization construction.This period is the in-depth development stage of the Party’s political party ethics construction:improving democratic centralism and fully developing inner-party democracy;from three ’benefits’ to ’people-oriented’;put forward the concept of’establishing the party for the public,governing for the people’;put forward the ’sixteen-character policy’ and ’four principles’,constantly adjust the new party relations.Fourth,in the new era,the party leads the people’s self-confidence,self-reliance,integrity and innovation,and meets the new era,new changes and new tests with the most uplifting posture.This period is the innovative development stage of the party’s political party ethics construction:adhere to democratic centralism and achieve ’two maintenance’;propose a new concept of people-centred’;adhere to the ’scientific ruling,democratic ruling,ruling by law’ruling way;three ’concentric’requirements are put forward to build a new political party relationship of seeking common ground while reserving differences,mutual respect and mutual learning.The fourth chapter mainly discusses the specific problems encountered by the Communist Party of China in strengthening ethical construction in the new era.Standing at the important historical intersection of the new era,the Communist Party of China has clearly realized that it is facing many new tests and challenges brought by the external environment.First,in dealing with and coordinating relations within the party,the credibility of party members,party members subject consciousness problems still exist;second,in dealing with and coordinating the relationship between the party and the masses,the four winds and egoism still impact the image and status of the party in the hearts of the people;third,in dealing with the relationship between the party and government,abuse of power to seek private issues,the impact of network public opinion are affecting the party’s ruling process;fourthly,in dealing with and coordinating inter-party relations,the harmonious relations between the Party and democratic parties and political parties around the world need to be further strengthened.The fifth chapter mainly discusses the practical path of strengthening the ethical construction of the Communist Party of China in the new era.In order to strengthen the party’s ethical construction,the Communist Party of China must do the following.First,in dealing with the relationship within the party,in the face of the decline in the credibility of some party members and cadres and the weak subject consciousness,the party constantly improves the democratic centralism and cultivates the values of the communists,requiring each party member and cadre to be firm in faith and strictly abide by the rules.Second,in dealing with the relationship between the party and the masses,in the face of corruption and degeneration such as the four winds and egoism of some party members and cadres,the party has always adhered to and practiced the fundamental purpose of serving the people wholeheartedly,requiring each party member and cadre to pay attention to reality and seeking truth from facts;third,in dealing with the relationship between the party and the government,facing the abuse of power and the lack of ruling ability of some party members and cadres and state administrative personnel in the ruling process,the party has always adhered to and implemented the ruling concept of building the party for the public and governing for the people,requiring party members and cadres to earnestly do,dare to fight and enhance their ability;fourth,in dealing with inter-party relations,facing the discordant factors in the process of communication with political parties at home and abroad,the party scientifically constructs a new type of political party relationship of democratic cooperation,and vividly displays its open,inclusive,sincere and modest image of the big party to the world.All of these reflect the obvious advantages of the Communist Party of China(CPC)different from all other political parties,show the important role of the CPC in continuously strengthening the ethical construction of political parties,and promote the practice of the CPC in continuously promoting the ethical construction of political parties in the new era.
