A Study On Border Administration Personnel Of Ningxia Province During The Period Of National Government

The so-called border officials are actually civil servants engaged in political,economic and cultural construction in the border areas.In the history of frontier studies in modem China,frontier officials are an integral part of frontier studies.They not only shoulder the mission of frontier policy construction,but also serve as an important perspective to study the success or failure of frontier studies.During the period of the Nationalist government,the borderland crisis was everywhere,and the lack of attention to the borderland made the borderland problem more and more serious.On the other hand,the overall situation of border administration personnel in frontier provinces such as Xinjiang,Qinghai,Gansu,Xikang,Yunnan and Ningxia was not good,so the border administration personnel at that time obviously did not have the mission of border administration construction.As a sub-frontier region,Ningxia province basically follows the central government’s reform decrees in the construction of border administration personnel.Its content involves joint office,administrative triad system,perfect personnel management,eliminating bad style and grassroots personnel construction.These measures have a positive effect on changing the working style of the border administrators in Ningxia Province,but also strengthen the authoritarian rule of the authorities.In addition,border officials are closely linked to the development of Ningxia Province.As is known to all,the department of Civil Affairs,department of Finance,Department of Construction,Department of Education and Land Administration are the five core departments of Ningxia Provincial government.Through literature review,the staff of these five departments and their affiliated institutions play an active role in their respective fields,which promotes the development of Ningxia to a certain extent.However,due to various factors,their work results are limited.Because of the dual attributes of the sub-frontier area,ningxia is closely connected with the interior.This is fully reflected in the fact that the border administration personnel in Ningxia and their practice in their respective fields are consistent with the central government’s decrees.In order to make up for the lack of talents in Ningxia,Ningxia takes the initiative to transfer talents to other provinces(Shaanxi,Gansu,Chongqing and other places),and even to the central government,thus some talented people come to Ningxia.During this period,ningxia provincial authorities also took the initiative to send people to study in the mainland,in order to better benefit Ningxia in the future.However,ningxia,the sub-frontier region,to some extent,still maintains the frontier characteristics.For example,the indigenous forces of the frontier still have high authority in the area,which is very similar to ningxia province and other places like Qinghai.The existence of the real power in the border area also makes the ningxia provincial authorities in the communication with the central government,afraid of its power to penetrate into Ningxia,and launched a fierce competition with it,such as the use of human rights,cadre training rights,which fully demonstrates the delicate relationship between the central government and the indigenous forces in the border area.Because of the existence of the frontier powerhouses,they are often out of the purpose of maintaining their own power,which makes it difficult for them to achieve success in the reform of border administration personnel team construction,which also reflects the twists and turns of border administration construction...
