Language is the basis and key of communication between countries.Talents with foreign languages skills are the bridge and emissary of a country to the world.China always treats the cultivation of talents with foreign language skills as an important part of the national education system as it is a basic element to promote the interconnection between China and other countries.The Belt and Road Initiative and the major country diplomacy with Chinese characteristics require more high-leveled talents with foreign languages skills,especially talents with minor language skills.However,despite the rapid development of English education,talents with minor language skills are still in great shortage,as the result the talents who can serve the Belt and Road Initiative and communicate with countries that have established diplomatic relations with China are still in shortage.As the first process of talent cultivation in universities,the enrollment of the minor language majors encounters many difficulties,such as limited kinds of degree programs,small enrollment scale,low willingness of students to apply for,unstable quality of potential students and so on,which directly leads to the difficulty of talent cultivation of minor language majors to meet the needs of the country.Therefore,from historical,practical and international angles,this paper focuses on the study of the enrollment system of minor language majors in colleges and universities,and puts forward some policy suggestions for the enrollment system suitable for the development of the new era in China,so as to promote the development of the cultivation of talents with minor language skills in colleges and universities.Based on the theory of educational policy analysis,the theory of educational policy comparison and the theory of educational policy tools,this paper constructs a research framework,analyzes the value,content and process of the main educational policies related to the enrollment system of minor language majors,and makes a comparative study of the educational policies at home and abroad,so as to put forward reform suggestions by using the theory of educational policy tools.In this paper,text analysis,historical analysis,comparative analysis and other research methods are used to combine history with reality,empirical research with theoretical deduction,and the reform path and specific scheme of enrollment system for minor language majors are put forward.This paper studies the enrollment system of minor language majors from three perspectives.First,from a vertical perspective,it combs the two main factors that affect the enrollment system of minor language majors,namely,the development of the national foreign language education policy and higher education enrollment policy.The development of China’s foreign language education policy is greatly influenced by the national development and foreign policy.Its policy objective serves the development of the country’s foreign affairs.With the pace of China’s continuous integration into the world,it gradually changes from single to multiple,from simple to compound,from focusing on communication skills to integrated communication skills.Foreign language education policy promotes the connotation and extension of national foreign language education,which is beneficial to people.The demand for basic ability is more and more diversified.College enrollment policy is related to people’s livelihood and has been widely concerned by the inner society.The principle of fairness is the most important value orientation of talent selection.Its policy has also experienced the development process from centralization to reform,from pilot to standardization,from single to comprehensive.Obviously,the national foreign language education and college enrollment policy follow two different ideas in the value of education policy,and the content of education policy and the implementation of education policy process also follow different logic.This difference is an important reason for the current situation and dilemma of enrollment of minor language majors in Colleges and universities.Second,from the perspective of enrollment practice,this paper analyzes the problems and difficulties faced by the enrollment of minor language majors from the supply and demand of small language talents,specialty construction,examinees’ cognition,intention to apply for the examination,the quality and structure of potential students,so as to confirm the effect of the two major factors of education policy.In the actual operation of the enrollment system of minor language majors,there are still some problems in the scientific aspects of talent selection and room for improvement.Third,from a horizontal perspective,from the perspective of international comparison of education policies,this paper examines the foreign language education and enrollment systems of relevant countries,from top-level design to specific practice,from universal foreign language education to minor language education policies,so as to seek the enlightenment for improving the enrollment system of minor language majors in China’s colleges and universities.Through the research,it is proposed that the enrollment system of small languages should strengthen the overall planning from a strategic perspective and promote the system reform in practical measures under the background of the development of National Foreign Affairs and the enrollment reform of colleges and universities in the new era.And it is also proposed specific policy suggestions: first,to continue to initiate direct access program for minor language majors;second,to improve and implement the diversified channels of enrollment of minor language majors;third,to explore and implement the diversified cultivation programs of minor languages.From the perspective of serving the national strategy,we should further deepen the understanding of the significance of the enrollment of minor language majors,clear the current constraints,implement multiple enrollment programs and create multiple channels,and realize multi linkage with enrollment and employment in the training process,so as to provide talents for the national strategy and the implementation of the "one belt and one road" initiative.
