In China,the external dependence of edible oils is as high as 68%,which indicating that the contradiction of supply and demand is very prominent.Meanwhile,for keeping the red line of 1.8 billion mu arable land,the development of herbal oil crops was limited.However,according to the results of national forest inventory,the existing forest area covers 3 1.2 billion mu,including over 5380.7 million mu areas which are suitable for planting Camellia oleifera.Hence,it is very suitable for develop oil industry industry in China.According to the State Forestry Administmtion published report "National Development Plan of Camellia oleifera during 2009-2020",by 2020,the total annual output of Camellia oleifera will reach to 2.5 million tons,accounting for one in six of total edible oil consumption in China(based on the number of national oil production in 2015).At present,the progress of wood grain and oil is influenced by the outflow of labor,limited level of forestry investment,weak forestry infrastructure and other issues.Therefore,it has great significance to study enhancing effects of production techniques on Camellia oleifera yield for the development of oil-processing industry and strategic safety of the entire national edible oil.In recent years,under national policy support,the acreage of Camellia oleifera increased significantly,from 45.6 million mu in 2010 to 57.3 million mu in 2015.However,the production of Camellia oleifera seed only increased from 1.09 million tons to 2.16 million tons.China Camellia oleifera production areas are distributed over 15 provinces,which is divided into the core-producing areas,the main areas and general areas.Such distribution not only based on the size of the acreage for Camellia oleifera,but also on the huge difference in the production efficiency.Production efficiency in most oil-producing areas is relatively low,resulting in the loss of rural labor force.Therefore,this phenomenon affects the development of the potential on Camellia oleifera industry.With the growth of consumer demand,the decrease of arable land resources,as well as the unsustainable status of low efficiency growth,how to improve the trend of inferior quality growth of Camellia oleifera is an important issue that must be solved.At present,China’s Camellia oleifera production has the following problems need to solve:(1)What is the production efficiency of Camellia oleifera on the rapid growth of area with low land output?(2)What is the current situation of Camellia oleifera production techniques utilization?(3)How much promote contribution of Camellia oleifera production techniques to the production efficiency?(4)Why the application of existing technology is ineffective?(5)What are the factors that affect farmers’ adoption of technology?The above five issues have a significant impact on China’s wood grain and oil production efficiency increase and Camellia oleifera industry development.The answers to this series of questions require in-depth systematic analysis and scientific specifications.Based on the theory of production efficiency and technology choice behaviors of farmer,from the perspective of technical efficiency,this paper makes use of the research data of the main producing areas of Camellia oleifera from 2014 to 2016,studies the enhancing effects of production techniques and reveals the effect of matching technology.Moreover,this paper systematically analyzes the actual situation of Camellia oleifera production techniques adoption and judges the effect of techniques and the difference in main producing areas,providing decision support for more Camellia oleifera production and policy.The main conclusions are as follows:From the point of production efficiency,the current production efficiency of Camellia oleifera is far lower than of agriculture.The input elements failed to achieve the best condition and still have the potential.Planting scale has a positive effect on technical efficiency,whereas scale efficiency is U-shaped distribution.Hunan technology efficiency of Camellia oleifera is much higher than other provinces,ranked first in the country.The impact of Camellia oleifera woodland scale,ownership type,household labor force and family income on technological efficiency is the main,while the effect of the distance from home and soil fertility is relatively insignificant.Further this paper analyzes the promote contribution of different techniques in every process,shows that weeding,pruning,pest control and improved variety are essential for Camellia oleifera production.The study on individual and combination technology shows that the efficiency of the use of combination technology is much higher than individual technology,the Camellia oleifera output with the use of technology is much higher than no technical input.Therefore,combination technology should be promoted.Founded on the theory of technology selection,this paper analyzes thefactors influence farmers’ technical choice.Analysis shows that famers who have the better conditions of Camellia woodland,higher householdincome,higher education level and received technical training can have a significant positive impact on the adopt of high yield technology.Under the current promotion methods,the source of effective technology is the key for farmers to learn the technology.Analysis shows that the mosteffective source is through the promotion of village cadres’ teaching and friends’ technology exchange,and the optimal promotion method is faceto-face communication like centralism training and guidance in the forest.Based on those results mentioned above,several recommendationshave been proposed in this paper.The government needs to:increase the investment in both main producing areas and general areas of Camellia oleifera;reduce the gap in production efficiency between different Camellia oleifera planting areas;speed up the infrastructure construction in the main production areas of Camellia oleifera;improve the technical efficiency of Camellia oleifera production;encourage farmers to scale up investment on Camellia oleifera;to achieve the full potential of technical efficiency on Camellia oleifera production;pay more attention to farmer technical training;to elevate the degree of farmers farmers’ systematization.Based on the production techniques,the paper shed light on the dilemma of inefficient growth of Camellia oleifera industry in China,especially the enhancing effects of production techniques on Camellia oleifera yield.It is of great significance to ensure the national strategic safety of edible oil and promote the development of wood grain and oil industry.This paper quantifies the net contribution of different techniques to the production efficiency of Camellia oleifera.This idea has definite innovation,providing a complete framework for analyzing the technology choice behaviors of farmers,and can be a reference for the future research.
