Research On The High Quality Economic Development Of China’s Ethnic Regions Under Environmental Regulation

Since reform and opening up,China has made great achievements in its economic and social development.At the same time,population,resources and the environment are not in harmony with economic and social development,causing ecological damage and environmental pollution.At present,China’s economic development has shifted from high-speed development stage to high-quality development stage."High-quality development is not just an economic requirement,but an overall requirement for all economic and social sectors." High quality development is to meet people’s increasing needs as the core and the fundamental purpose of a better life,attaches great importance to both economic and social development brings to the people’s income,welfare and other aspects of the objective,and emphasizes the implementation to resource saving and environmental friendly as the main characteristics of green development,realize the harmonious coexistence between man and nature,to enhance the acquisition,happiness,security and other aspects of subjective perception.As an important part of China’s development,economic development,ecological protection and people’s well-being are all related to the overall situation in ethnic minority areas.From the perspective of ecological environment,ethnic minority areas,which account for 64% of China’s land area,are the important national energy,resources and raw materials base,as well as the important national ecological barrier,occupying an important ecological position.At the same time,the ecological environment in minority areas is complex,diverse,unbalanced and fragile.From the perspective of economic development,due to geographical environment,history and other reasons,most ethnic minority areas are in a relatively backward state of economic society,science and technology.Thus,we can see that the problems of ecological and economic development in ethnic areas are intertwined.In addition,many regions of ethnic minority areas have borders with other countries,and resource,environment and ecological issues themselves are often coupled with social,political and economic dimensions,making economic development and ecological construction in ethnic minority areas more important and more complex.Therefore,the construction of ecological civilization and economic development in minority areas is not only an important basis for the high-quality economic development in minority areas,but also related to the economic lifeline,livelihood,security and stability of the country as a whole.Economic development and ecological protection should not be neglected in minority areas.Based on this,it is of great practical significance to discuss the high-quality economic development of ethnic minority areas under environmental regulation.In view of this,this article based on the background of economic and social development in ethnic regions,with high quality and economic development in national regions under the conditions of the environment regulation as the research core,using environmental regulation related theory,high quality and economic development theory,ecological anthropology theory,General Secretary Xi Jinping’s important discourse about development in ethnic regions and other relevant theoretical knowledge,Combining the background of environmental regulation and high quality economic development in China,the necessity and urgency of realizing high quality economic development in minority areas of China are discussed.Using the empirical research method to construct the fixed effect model,the intermediary effect model and the threshold effect model,analyze the action mechanism and the influence effect of the high quality economic development in ethnic minority areas under the environmental regulation;Use interviews,participant observation,questionnaire survey and so on the field investigation method,in xiangxi tujia and miao autonomous prefecture,spend eighteen holes through county village,Dali bai autonomous prefecture of Dali,Inner Mongolia autonomous region la shan left flag as the object of case study,the area of all ethnic groups to take high quality and economic development mode of environmental regulation,summarize and results analysis.According to the theoretical and empirical research results,this paper puts forward the optimization path of realizing high-quality economic development under environmental regulation in ethnic minority areas.Based on the above research,this paper mainly draws the following conclusions:First,high-quality economic development is a development goal based on China’s social and economic situation.Combining with the development background of minority areas,high-quality economic development fits the development goal of minority areas.It is necessary and urgent for ethnic regions to realize high-quality economic development:innovation is the inevitable choice for ethnic regions to realize the transformation of development momentum;Coordination is the only way to improve unbalanced and inadequate development in minority areas.Green is an important way to realize sustainable development in ethnic areas.Opening up is an important way to expand development space in minority areas.Sharing is an important means to improve people’s livelihood in minority areas.Second,in terms of the role of environmental regulation in forcing high-quality economic development in ethnic areas,environmental regulation can have an impact on high-quality economic development in ethnic areas through human capital,labor employment,social demand,energy efficiency,factor concentration and so on.From the perspective of human capital,environmental regulation has an adverse effect on the high-quality economic development of ethnic areas by improving environmental quality,affecting industrial structure,improving people’s living environment,widening the income gap between urban and rural areas,and promoting enterprise innovation.In terms of their employment,environmental regulation will be through the "scale","pollution haven",improve enterprise barriers to entry,"artificial substitution effect","element substitution effect",enhance the attraction of foreign capital impact on employment,and through the employment impact on quality and economic development in ethnic regions;In terms of social demand,environmental regulation mainly by enhancing environmental protection consciousness,guide the public green consumption,stimulate the stock production data update alternative,clean production to influence on the social needs,social demand,in turn,caused by the consumption structure,investment structure and the change of industrial structure and consumption demand,investment decision-making adjustment reversed transmission with high quality and economic development in ethnic regions.From the perspective of energy efficiency,environmental regulation has an impact on the energy efficiency of ethnic minority areas by affecting technological innovation and industrial structure,and energy efficiency then forces the high-quality economic development of ethnic minority areas by improving the elasticity of factor output and reducing pollutant emissions.From the aspect of factor agglomeration,environmental regulation will force ethnic areas to achieve high-quality economic development by promoting environmental quality improvement,"pollution output effect",accelerating the withdrawal of high-energy enterprises,and sharing pollution control equipment to affect factor agglomeration.Thirdly,from the perspective of environmental regulation,this paper takes human capital,labor employment,social demand,factor agglomeration and energy efficiency as the mediating variables and constructs the mediating effect model.The results show that human capital level and employment level are not the key core factors influencing the high-quality economic development in ethnic areas,but environmental regulation can affect the high-quality economic development in ethnic areas through energy efficiency,social demand and factor agglomeration.Fourthly,the threshold effect of high quality economic development in minority areas under environmental regulation is analyzed theoretically.Environmental regulation has a "degree" limit on the impact of energy efficiency,social demand,factor concentration and other key factors,and these key factors are the intermediary variables of environmental regulation affecting the high-quality economic development in ethnic areas.Therefore,the impact of environmental regulation on the high-quality economic development in ethnic areas is still limited by a "degree",which means that there is a certain threshold interval and non-linear relationship between these economic variables rather than a simple linear relationship.Fifthly,this paper takes energy efficiency,social demand,factor agglomeration and other key factors as threshold variables to determine the reasonable intensity of environmental regulation by constructing the threshold effect model.Taking social demand as the threshold variable,the results show that there is a single threshold effect on social demand.When the social demand is lower than the threshold value,the effect of environmental regulation on the high-quality economic development in ethnic areas is not significant.When the social demand is higher than the threshold value,environmental regulation can promote the high-quality economic development in ethnic areas.Taking energy efficiency as the threshold variable,the result shows that energy efficiency has double threshold effect.When energy efficiency is lower than the low threshold value,increasing the intensity of environmental regulation will promote the high-quality economic development in ethnic areas.When energy efficiency is between high and low threshold value,increasing environmental regulation intensity will still promote the high-quality economic development in ethnic areas,and the promotion effect is greater.When energy efficiency is higher than the high threshold value,the effect of environmental regulation on the high-quality economic development in ethnic areas is not significant.Taking factor agglomeration as threshold variable,the result shows that factor agglomeration has single threshold effect.When factor agglomeration is lower than the threshold value,environmental regulation has no significant impact on the high-quality economic development in ethnic areas.When factor agglomeration crosses the threshold value,environmental regulation can promote the high-quality economic development in ethnic areas.Sixth,taking Shibadong Village,Huayuan County,Xiangxi Tujia and Miao Autonomous Prefecture,Dali City,Dali Bai Autonomous Prefecture,and Alxa Left Banner,Inner Mongolia Autonomous Region as fieldwork sites,field investigation methods such as participation observation,interview,and questionnaire survey were used to analyze the high-quality economic development mode of fieldwork sites under environmental regulation.Combining and applying the results of theoretical analysis,empirical analysis and case analysis,countermeasures and suggestions are put forward from the three dimensions of realizing the strategic path of high-quality economic development under environmental regulation in ethnic minority areas,improving the performance of environmental regulation in ethnic minority areas and optimizing the mechanism of high-quality economic development in ethnic minority areas in China.The research results are expected to provide some references for the realization of high quality economic development under environmental regulation in minority areas of China.
