The planning and construction of eco-conserving divisions is a significant measure in ecological protection,aiming to promote functions of the divisions,to improve the eco-environmental quality,to complete the ecological protective mechanism,and to finally noticeably improve the quality of life of residents.One prerequisite for planning and construction is evaluating the divisions scientifically,objectively and fairly;therefore to dig out influencing factors to local ecological environmental quality,and to take corresponding measures according to the evaluation results,continuously promote local environmental quality.For above purposes,this thesis constructs a type of indexevaluating system for the eco-environmental quality in eco-conserving divisions.By evaluating ground water,air and eco-environmental indices,this thesis tries to locate the determining factor that influences the eco-environment,and to sort out various factors’ influential degrees,providing governmental countermeasures and suggestions to improve eco-environmental quality.Firstly,it introduces the concept and characteristics of ecological conservation area and ecological environment;it expounds the theoretical basis of various disciplines including ecological economics,environmental economics and regional environics;it describes major study methods on ecological environment,like material flow and ecological footprint;and on such basis,it discusses the current situation and shortcomings of the ecological environment evaluation system in the ecological conservation area,so as to lay the foundation for the follow-up research.Secondly,after explaining the meaningfulness of evaluation system,it discusses the principles of evaluation system,and constructs an index system for evaluating the eco-conserving divisions.Based on the domestic related research,it classifies various indices into five categories,namely Excellent,Good,Normal,Bad,and Poor,matching along with Class I,II,III,IV,and V.Thirdly,it systematically introduces the history and current situations of evaluation system for air quality,and it illustrates the weakness of current evaluation system.Based upon this,it constructs a new type of evaluation system,and apply this to practice.To conduct this type of dynamic assessment on air quality,it first determines the weights of various pollutants in the air,then applies the new type of evaluation system to conduct a dynamic evaluation on Zhangjiakou’s air quality.Fourthly,according to the features of ground water,it determines the weights of indices using method of over-standard with weight and constructs an evaluation model for ground water using fuzzy-complex-matter-element-analysis method.On the above basis,it applies the model to rate the ground water in Zhangjiakou and collects the regional trend data by evaluating the regional ground water.Fifthly,considering the features of quality evaluations for eco-conserving divisions,it constructs an expandable method.Based on the air and ground water quality in ecoconserving divisions in Zhangjiakou,along with other important indices included in index system,it can apply the expandable method to evaluate the Class I factors and import entropy method to calculate different weights for the factors,to conclude a general assessment for the eco-environment in Zhangjiakou eco-conserving divisions.Sixthly,according to ecological quality reviews by scholars,this thesis concludes 7major factors to determine regional ecological quality.Since the question is about complex relations among various dependent and independent variables,the thesis constructs an AI neural network model to evaluate various quality factors that influence Zhangjiakou’s regional eco-environment,estimating the primary factors according to their calculated influential weights.Lastly,according to the outcomes of the quantitative evaluation on various factors influencing ecological environment quality,it provides proper governmental suggestions and advice including optimizing industrial structure optimization,reducing the use of fertilizer,promoting green agriculture,increasing afforestation to improve regional ecological quality in Zhangjiakou.
