reforms and focus on reforming price mechanism obstacles that restrict the free flow of resource elements and speed up the improvement of the socialist market price mechanism have always been hot issues that have attracted much attention in the socio-economic field.In recent years,the price rising has showed a structural trend.Adhering to the general tone of the work of seeking progress while maintaining stability is to properly handle the relationship between "stability" and "advancement".The key is to closely focus on all aspects of the economic cycle and improve the efficiency of resource allocation.The vitality of the market should be stimulated to ensure that prices are operating within a reasonable range,the economy is operating appropriately,and the bottom line of people's livelihood is maintained,and the dynamic balance of total social supply and total demand is promoted.Therefore,the new era puts forward new requirements for the reform of the price system.To solve practical problems,we must look further back and learn from history.Systematically sorting out the history of price mechanism transformation since the founding of the People's Republic of China,restoring the historical scenes of price mechanism transformation,recording in detail the processes and institutional efficiency of the price mechanism transformation and combing the evolutionary logic of the price mechanism transformation from an institutional perspective,not only has significant economic historical value,but is also important for deepening price market reforms and improving socialist market economy system with Chinese characteristics in the new era,which has important academic value and practical significance.The history of the price mechanism transformation is a history of achievements with Chinese characteristics of Marxism;A history of magnificent achievements with the socialist economic development with Chinese characteristics;A period of unswervingly encouraging the people to create together the social and economic development achievements;An evolutionary history that successfully promotes the innovation of socialist economic institutions.In the process of the price mechanism transformation,the Communist Party of China constantly clarify the relationship between socialism and the market economy,constantly clarify the relationship between the market and plans,and constantly define the government's role in institutional changes,and promote the innovation of institutions with unprecedented courage.no matter how the market changes,there has never been a reduction in the pace of price reform,and there has never been Abandoning the basic bottom line of "stabilizing prices".It is precisely the ice-breaking advance innovation and ignores the evolution of the micro-level economic activity trajectory,and lack the theoretical logic of systematically constructing the "Chinese road" of the price mechanism change;In terms of historical logic research,most studies focus on the description of price historical data,and the review ignore the process performance inspection;In terms of institutional logic research,there are few studies on the system efficiency of price mechanism changes from the perspectives of the mechanism,path and operation efficiency;In terms of practical process research,the focus is on the reform path and reform strategy after reform and opening up.It is difficult to make the change process of the new China's price mechanism more contemporary and historical;In terms of research methods,explain the fundamental causes of the changes in the price mechanism from the perspective of the contradictory movement of productivity and production relations,and scientifically evaluate the system efficiency of different price systems from the macro and micro perspective,and exploring China's gradual reforms from an institutional perspective are still insufficient.The dissertation studies the history of the price mechanism transformation since the founding of the People's Republic of China from the perspective of institutional analysis.While restoring the magnificent historical scenes of the price system transformations,this paper analyzes the price system as the specific operating system of the economic institution.Firstly,by extensively studying the relevant valuable research documents,the dissertation built a Logical framework of "productivity-production relations,economic institutions-economic mechanism-price mechanism" and discover the evolution route of the price mechanism transformation;This dissertation put forward that the price institutions,institutional transformation and institutional innovations should be analyzed in accordance with the basis and logic for the socialist market economic system becoming the basic socialist economic system.The transformation from the planned price system to socialist market price system is a process of continuous reform and improvement of the specific economic operation system.Secondly,it analyzed the historical process of the price mechanism transformation since the founding of the People's Republic of China,which consists of the formation,operation,and gradual reforms of the planned price mechanism,the transformation from the planed price mechanism to the market price mechanism,and the innovation of the socialist market price mechanism.The price mechanism transformations since the founding of the People's Republic of China had started from the stage of the operation of the market price system,gone through the construction of the planned price system,the operation of the planned price mechanism,and the conflicting of new and old price systems,run through the incremental reform of price mechanism and the innovation of the socialist market price system.The planned price system was inefficiently operated,and locked in.The planned price neither reflects the value nor the supply-demand variety.The development of productive forces and people's lives have always been at a backward level.After the reform and opening up since 1978,with the continuous improvement of the basic economic institutions,the target mode of economic system reform changed from a planned economic system to a market economic system.By reforming the price formation mechanism,gradually reinforcing price function,and continuously expanding the proportion of market-determined prices,so that the market plays a decisive role in the allocation of resources.As the "breakthrough" of economic system reform,price mechanism reform has played a leading role,and promoted the economic and social development.It undoubtedly provides plenty of historical documents to analyze price mechanism transformation from institutional perspective.Thirdly,it put forward the institutional evolutionary logic,involving the system starting point,system generation,system lock-in,system change,learning trial and error,and system innovation;In the early days of the founding of the People's Republic of China,aiming for the national economic recovery,the market price system was launched in the fields of resources allocation,prices,finance,production,and circulation.With the completion of the socialist transformation,a highly centralized planned economic system was formed "immediately",and the planned price system which was regarded as a resource allocation method was generated immediately.The planned price institutions gone through a "lock in" path and resulted a long-term low-efficiency performance.Although the change from the planned price system to the market price system started gradually,it undergone the process with wandering,friction and expansion.The price mechanism transformation need to be experimented.Finally,the socialist market price system with Chinese characteristics was explored successfully.The innovation and improvement of the socialist market price system respectively gone through three stages: the initial establishment of the socialist market price system,the establishment of a more open and dynamic socialist market price system,and the improvement of the socialist market price system with Chinese characteristics.Fourthly,the dissertation analyzed the efficiency of the price mechanism in the three dimensions of decision-making structure,information structure and motivation structure,and systematically summarized the historical contribution of the price system reform which acted as the institutional guidance and driving force of economic mechanism transformation.The dissertation also highlighted the interaction between price mechanism transformation and economic mechanism transformation;Price mechanism reform involves all areas of the economic cycle,because the national economy is an organic system which consists of various sectors.Price adjusts supply and demand changing.Price reflects value.Prices involves with all transactions.Therefore,a history of price mechanism transformation actually reflects the characteristics of the entire national economy.Fifthly,the price issue is not only related to the development of the entire society and economy,but also affects the lives of thousands of families.It is not only related to the success or failure of the reform process,but also to the survival of thousands of enterprises.Therefore,by combing historical documents,the emphasis is to observe various groups,highlight the interaction between the implementation of macropolicies and the behavioral decisions of micro-individuals,and use "storytelling" to restore the historical scenes and evolutionary trends;Finally,the dissertation overall reviewed the price mechanism transformation in terms of historical process,theoretical logic,transforming paths,and institutional efficiency.The theoretical logic,historical logic,institutional logic,and efficiency logic of the price mechanism transformation are systematically integrated.The prospects on smoothening national economic circulation under the new situation,building a new development pattern,and improving the socialist market price system with Chinese characteristics were put forward from aspects of operating efficiency,transforming process,historical logic and institutional environment.The possible innovation of this dissertation is: Innovation 1: A framework and four logical main lines are advanced in parallel to explore the historical process and theoretical logic of the price mechanism transformation of New China.A theoretical logic framework builds a bidirectional-three-layered theoretical logic analysis framework,the historical logic clue;the systematic logic clue;the efficiency logic clue;the ideological contention logic clue.Innovation 2: The overall perspective of the economic cycle.This dissertation uses a holistic perspective to focus on the production,circulation,distribution,and consumption links of the economic cycle,and systematically extract the dialectical relationship between the price mechanism and the qualitative change of the economic institutions.Innovation 3: Macro and micro two-way interpretation.The historical scene and evolutionary characteristics of the changes in the New China's price mechanism are restored by means of both macro and micro deduction.This dissertation put forward that the logic of productivity-production relations plays a core role in ensuring the decisive role of the market in resource allocation.Price mechanism transformation plays the key role in driving the domestic and international double cycle and building a new pattern of high-quality.A higher level of dynamic balance in which demand drives supply,and supply creates demand should be formed.The main goals of deepening the price system reform should be rationally determined.The market-oriented reforms should be insisted.The price mechanism of agricultural products market should be continuously reformed and improved which will ensure maintaining the positive and efficient feedback mechanism.The price mechanism reform of resource products,production factors,and public welfare services should be continuously accelerated.By giving full play to the potential of the market price,the robust and sustainable development can be realized.The acceleration of price mechanism reforms should be coordinated with other reforms.Stabilizing prices,fully taking into account the interests of all aspects,protecting people's livelihood and promoting social harmony should be regarded as bottom line of the price mechanism transformation as China enters a new stage of development. |
