Research On The Mechanism And Path Of The Development Of New-type Rural Collective Economy

China is a large developing agricultural country with a large rural population but scarce land resource.This has led to the long-standing conflict between “people” and “land”,and even shows a deepening trend.The rural collective economic system and its practical innovation,which have been developed through long-term exploration and development under the leadership of the Communist Party of China,have pointed the way forward for solving the complex problems of agricultural development,rural prosperity,and farmers’ prosperity properly.In this context,studying the effective development mechanism and path of the new-type rural collective economy is not only a theoretical response to the choice of rural collective economic development in the new era,but also can provide practical support for the development of agricultural industrialization and modernization transformation.Firstly,the paper analyzes the new rural collective economic development mechanism composed of support mechanism,promotion mechanism,guidance mechanism and engine mechanism from the three levels of resource,organization and system,and then uses case analysis to describe and compare the new rural collective economic development of villages with different resource endowments the way.The paper verifies the theoretical analysis at the macro level through case analysis at the micro level,and further deepens the theoretical analysis.Then,the causal mechanism and driving path of the development of the new rural collective economy are further analyzed by using the fuzzy set qualitative comparative analysis method.Through various research methods such as theoretical analysis,case study and empirical study,the development mechanism and path of the new rural collective economy are revealed and verified,so as to improve the reliability and validity of the research.Finally,based on the analysis of the problems existing in the different development paths of the new rural collective economy,this paper puts forward some policy suggestions to promote the development of the new rural collective economy.The main conclusions are as follows:(1)The development of new rural collective economy needs the joint action of various mechanisms.The essence of the development of the new rural collective economy is that the actor(engine mechanism),under the influence of urban and rural market demand(guiding mechanism)and rural collective economic system(promoting mechanism),based on the evaluation of local resource endowment,location conditions and other development conditions(supporting mechanism),promotes the sustainable development of rural industries and the continuous improvement of farmers’ income by revitalizing,integrating and allocating key production factors(supporting mechanisms)such as rural internal and external resources,assets,technology and labor.Under the joint action of supporting mechanism,promoting mechanism,engine mechanism and guiding mechanism,the development of new rural collective economy is promoted through synthesis,pull,thrust and transformation.Because different villages have different production factors such as resources and talents,there are both commonalities and differences in the development of new collective economy in different types of villages.However,no matter what kind of new rural collective economy develops,it cannot be separated from the support of resources,the guidance of capable people,the promotion of system and the guidance of market.(2)There are various ways to realize the development of new rural collective economy.According to the differences of village resource endowments,the driving mechanism of new rural collective economy development can be divided into two paths,namely,internal and external conditions driving and property rights reform driving.Villages that lack or have no obvious resource advantages need to be driven by various internal and external conditions to realize the development of rural collective economy.As far as internal conditions are concerned,it is necessary to be driven by competent people and have a high level of autonomy,especially to carry out effective reform of rural collective property rights system;As far as external conditions are concerned,government support is needed,and some villages also need to introduce market players;Driven by the combined efforts of internal and external conditions,the new rural collective economy can achieve development.However,villages with good resource endowments(mainly rich in mineral resources)do not need strong external support,and can realize the development of collective economy through effective reform of rural collective property rights system.(3)The reform of rural collective property right system is the core condition of the development of new rural collective economy.Regardless of which path is adopted for the development of the new rural collective economy,the establishment of a clear ownership relationship is always a prerequisite for the development of the new rural collective economy in the new era.Through the reform of the rural collective property rights system,the use of resources and assets in the hands of rural collectives and farmers has been expanded from underutilization to investment and shareholding through multiple channels,which can revitalize the sleeping resources and assets in rural areas,and realize the large-scale operation and operation of resources and assets such as village land.Allocation can break the constraints of internal resources.At the same time,it can also attract social capital to enter.Through the integration of internal and external resources,the development of the new rural collective economy can be successfully realized.(4)The development of the new-type rural collective economy faces many problems to be overcome.Under the resource shortage,the uncertain and hidden concerns of the transformationand development of resource-dominant villages are clear.The re-establishment of the model by the grassroots government has increased the “Matthew effect” in the development of the village collective economy.The control of the elite has led to an imbalance in the distribution of collective economic benefits of the village,and the penetration of market forces has led to a new type of the development of rural collective economy deviates from the original intention,the absence of systems is not conducive to the efficient flow and allocation of production factors,and the single industry choice under cost control and risk aversion.The existence of these problems threatens the sustainable development of the new rural collective economy.Based on the research conclusion,this paper puts forward the basic principles of the the development of the new rural collective economy,such as the principle of paying equal attention to development and innovation,the principle of matching supply with demand,the principle of combining income generation with expenditure reduction,and the principle of coordinating the development of villages and enriching the people.Moreover,It puts forward the policy recommendations to promote the new rural collective economy,mainly from four aspects: policy guarantee measures,capital guarantee measures,talent guarantee measures and subjectivity guarantee measures.
