At present,in the five national strategies involved in China’s regional development,their respective strategic objectives and main tasks have their own emphases: Beijing-Tianjin-Hebei region is to create a new model for regional coordinated development;the Guangdong-Hong KongMacao Greater Bay Area is to build a new open economic system;the Yangtze River Delta is to establish a new area of technological innovation;the Belt and Road is a new platform for the integration into the world system;the Yangtze River Economic Belt is to expand the new space for ecological environmental protection based on the "ecology first,green development" policy.This is not only an inevitable move to follow and practice the five development concepts of "innovation,coordination,greening,opening up,and sharing",but also the first choice to actively deal with the principal social contradiction between the "people’s ever-growing needs for a better life and unbalanced and inadequate development" in the new era.As far as the development strategy of the Yangtze River Economic Belt is concerned,there are many methods,paths and means to achieve the development strategic goals,but the key is how to achieve "to step up conservation of the Yangtze River and stop its over development".Especially for such a huge spatio-temporal urban continuous belt as the Yangtze River Economic Belt,the prerequisite and the main path to practice "environmental protection together" is "linkage development",especially for the linkage development of the Yangtze River Delta,the middle reaches of the Yangtze River and ChengduChongqing Urban agglomerations.This is the basic logical starting point of this thesis.Throughout the changes of human survival,production and living place(regional space)(village-city-metropolitan area-urban agglomeration-urban continuous belt),it is a result and process of continuous development and evolution from time to time.The flow of various production factors,industrial layout and industrial chain integration not only has never stopped,but with the development of time and the expansion of space,it is evolving in the direction of finer division of labor and wider space.As an important way of regional connection at the present stage,the coordination and cooperation between urban agglomerations is essentially the interaction of widearea space in terms of theory.There are many ways and paths to achieve it,including linkage,cooperation,coordination,interaction,integration,mergers and so on,but this thesis believes that the linkage is the most important and the most suitable.Simply put,"linkage" is a joint action,and the key to its realization lies in the premise,objectives,means,and results of the joint action.The linkage in this thesis refers to the joint action of the three trans-regional urban agglomerations in the Yangtze River Economic Belt.The premise is to have a national strategy that is strongly led and promoted by the central government;the goal is to achieve the coordination and consistency of the overall goal in the context that different regions along the Yangtze River have different goals and demands;the means are the joint actions such as innovating institutional mechanisms,building a unified market,industrial division and collaboration,interconnection of transportation facilities,pollution control and ecological protection,etc.;the result is to realize the sustainable development of economy and society and the continuous improvement of residents’ well-being under the premise of great protection.Therefore,this thesis studies the linkage development of the three trans-regional urban agglomerations in the Yangtze River Economic Belt,which is not only necessary but also significant.On the basis of previous studies,this thesis makes comprehensive analyses and discussions by using the relevant theories and methods of geography,economics,sociology and other disciplines.The study idea of this thesis is problem analysis--mechanism analysis--countermeasure analysis.Taking the Yangtze River Economic Belt as the research area and the linkage development of urban agglomerations as the main line,through the research on the foundation,linkage mechanism,influence factors and realization path of the linkage development of urban agglomeration,this thesis constructs a theoretical analysis framework for the linkage development of urban agglomerations in the basin economic belt and designs countermeasures for the linkage development of urban agglomerations in the Yangtze River Economic Belt through the empirical analyses of the linkage development of the three trans-regional urban agglomerations,etc.The overall research method of this thesis is normative study--empirical analysis--countermeasure design.The specific methods include the combination of literature analysis and comparative study,the combination of theoretical study and empirical analysis and cross-disciplinary integration,etc.Based on those,this thesis consists of eight chapters,which are divided into three parts.The first three chapters of normative research,through the analyses of relevant concepts at home and abroad,explore the relevant theories of the relevant theories of urban agglomeration linkage from the perspective of urban geography,regional economics,sociology and other disciplines.On the basis,this thesis constructs the analysis framework about the conditions,dynamic mechanism and realization path of urban agglomeration linkage;the second part is the empirical analysis.Chapters4,5,and 6 respectively carry out the empirical analysis from the perspective of the practical basis,economic linkage and functional linkage of the three trans-regional urban agglomerations;the third section is the countermeasure design.Chapter 7 aims at "to step up conservation of the Yangtze River and stop its over development".Based on the analysis of the practical problems faced by the linkage of the urban agglomerations of the Yangtze River Economic Belt and the basic logic of countermeasure design,this chapter puts forward the possible countermeasures to promote the linkage development of the urban agglomerations.Chapter 8 is about the main conclusions and research prospects.Thus,this thesis finds the following conclusions:(1)The Yangtze River Economic Belt belongs to a typical basin economic zone,that is,an area linked by water flow.So the primary problem of urban agglomeration linkage is to do a good job from the dimensions of protection,utilization,compensation,development and integration about water;(2)The development of the Yangtze River Economic Belt cannot follow the old path of pollution first and then treatment,and it also cannot be developed and treated at the same time.It can only be developed under the premise of great protection,and the development is for better protection;(3)For the development of the three trans-regional urban agglomerations in the Yangtze River Economic Belt,it is necessary to do a good job of linkage development and dynamic implementation of the planning is more important than formulating planning;(4)In the process of the linkage development of transregional urban agglomerations,based on the particularity of the boundary cities of urban agglomerations,if the linkage is well done,the border cities will become important integration points,otherwise they will become development breakpoints;(5)It is necessary to give full play to the leading role of the central cities of the three trans-regional urban agglomerations,so as to prevent the upper,middle and lower reaches of the Yangtze River Economic Belt from becoming separate and developing out of sync,even ultimately being a broken zone;(6)When specifically promoting the linkage development of the urban agglomerations of the Yangtze River Economic Belt,as far as economic linkage is concerned,the approach should be from simple to complex,from easy to difficult(first elements linkage,then markets linkage,then transportation linkage,then industrial linkage,etc.);(7)In terms of model selection,it is not possible to simply implement the "give me doctrine",and it is necessary to make necessary amendments to the applicability of the model. |
