Research On National Planning Management And Decision-Making Mechanism Of National Large Research Infrastructures

Large Research Infrastructure(LRI)have characters of long term,large scale,high expense and complex technologies,which have deep and far-reaching impact on the layout of the state's scientific deployment.As a signification part of the full life span management of LRI,the effective improve of Infrastructure National Planning&Management(IMPM)will be conductive for maximizing LRI benefit.The paper set the effectiveness of IMPM as target,and expanded on research of management subject,management organizational structure and decision-making mechanism.The paper attributed LRI as public facility through consume and product perspectives,and verified the public attribute by positive externality.Public property is the key basis for market or government intervention judgment,hence government provision becomes the primary way of LRI.In the public-government-research institute two stage consignation-agency relationship resulted from government purchasing,government was given the roles as governor and provider,so government inevitably became the management subject of LRI.The paper raised new requirement and design conception that management organizational structure of LRI should coordinated adapt to environment,strategic objective through analysis of science-technology system development and strategic objective evolution both domestic and abroad.According to information sharing theory framework,organizational structures including matrix structure,permanent project team e.g.are chosen to fulfill new requirement of improving decision making efficiency and dynamically adaption to new environment.Suggestions including optimizing deliberation agency,establishing administrative body,supplementing advisory body of LRI are proposed.Scientific and rational decision-making mechanism is effective method for correcting government.Through three case studies from USA,Germany and Japan,2 level KPI of decision dimension and decision dimension across different decision steps are optimized.On basis of information asymmetry framework,the paper proposed suggestions:establishing decision information disclose system,solving "hitch-hike"dilemma of overseers and reduce information disclose/acquisition cost by modernization methods aiming problem of overseers'information asymmetry,proposed suggestions:expanding information acquisition route,optimizing decision expert samples,establishing agency credit rating system aiming problem of decision experts' information asymmetry.Innovative points of the paper:1.To discuss Large Research Infrastructure(LRI)public attribute by consume and product perspectives,which support the conclusion that government is the national planning&management body of LRI;2.To discuss and analyze roles and obligations of management body and participants of LRI through consignation-agency perspective,which provided cut through for efficiency improvement of Infrastructure National Planning&Management(IMPM);3.To propose optimizing and improving suggestions for IMPM by two levels of organizational structure and decision mechanism of LRI management.
