Study On The Influence Mechanism Of Open Government Procurement Market On Bilateral Trade

As an important part of national fiscal policy,government procurement plays a great role in regulating economy,industrial support and policy guidance by virtue of its unique advantages in procurement scale and implementation efficiency.The purchasing power of government procurement is very huge.Internationally,the proportion of government procurement in GDP is about 10% and the proportion of fiscal expenditure is about 30%.Government procurement not only plays an important role in standardizing the process of public expenditure,improving the use efficiency of public expenditure,and achieving the national economic and social benefit cost objectives,but also provides an important way for governments to achieve broader policy objectives and promote economic growth.Therefore,government procurement not only reflects the attributes of market competition,but also plays the role of pulling industry forward and backward under contract cooperation.In recent years,with the increasing risks and uncertainties in the global economy,the impact of the unilateral trade policies and the intensification of investment disputes in some developed countries has become more and more profound.Economic globalization and the multilateral trading system are facing a severe challenges.Against this backdrop,countries around the world have responded to the general slowdown in economic growth and the expected recession by signing high-standard trade agreements that include government procurement issues.In view of this,this paper thinks whether the plurilateral agreement GPA under the framework of WTO can become the in-depth development direction of the global trading system in the future.What model can effectively open the domestic government procurement market?How do these models differ in their impact on bilateral trade?In the current situation of further deepening the reform and opening up,how should China choose to open the government procurement market model?This paper tries to point out that it is one of the important optimization schemes to promote the in-depth development of multilateral trading system to open up the government procurement market by expanding the scope of plurilateral trade agreements represented by GPA and signing high-standard FTAs embedded in government procurement issues.Furthermore,it is of great theoretical and practical significance for China to study how to deepen the open government procurement market from the perspective of GPA and FTA embedded in government procurement clauses,so as to make China join in GPA,sign high-standard trade agreements and deeply participate in the global value chain division of labor.This paper with an open government procurement market pattern choice as the research target,according to the government procurement related concept,build the boundary,the goal of the government procurement system,function,process,purchase way,and the relationship between the scale of government procurement concept,as to explore the logical starting point of problem,around the open government procurement market to the whole trade,trade margin,the influence of different countries,different products industry theoretical mechanism analysis,put forward the open government procurement market trade promotion effect,trade marginal effect,national differential effect and spillover effect products industry.In particular,this paper discusses the effects of unilateral non-discrimination,bilateral agreements and plurilateral agreements on trade and welfare levels by referring to the dynamic model of multi-sectoral bilateral trade.Through theoretical analysis and characteristic fact analysis of open government procurement market model,we find that the specific way to represent the type of multilateral trading system and open government procurement market is to add GPA and sign FTA with embedded government procurement clauses.Based on this,this paper makes an in-depth study of the impact of different approaches to open the government procurement market on trade,so as to put forward optimization schemes for different types of countries to open the government procurement market.Therefore,this paper makes an empirical study on the 50 ftas embedded in government procurement clauses and the trade data of 225 countries,regions and national products to explore the impact of GPA and FTA models on bilateral trade in open government procurement market.In this paper,we not only investigate the promotion effect of GPA model and FTA model on trade,but also investigate specific contents such as ways to promote trade,influence differences among different countries and influence conditions.On the basis of exploring the internal logic and operation mechanism of international government procurement rules and government procurement in typical countries,this paper puts forward some policy Suggestions for China to further join GPA and sign high-standard trade agreement.Based on the empirical results and empirical analysis,this paper draws the following conclusions:the GPA model and FTA model of open government procurement market significantly promote international trade;Both GPA model and FTA model will increase the margin of trade expansion and intensity.The trade promotion effect of GPA model and FTA model is different in different countries.The GPA model plays a greater role in trade promotion of developing countries,while the FTA model plays a greater role in trade promotion of developed countries.The trade promotion effect of GPA model is conditional,but the trade promotion effect of unilateral GPA is not significant.The trade promotion effect of FTA model has the spillover effect of products and industries.The FTA with embedded provisions of government procurement will not only promote specific products and industries purchased by the government,but also promote a wide range of general products and industries.This paper comprehensively interprets the trade promotion effect of the open government procurement market model from a new research perspective,research method and technical treatment,and to some extent enriches the existing empirical research on the relationship between government procurement and international trade.Based on transnational experience,mechanism design,institutional experience and development orientation,this paper also constructs a policy recommendation system for China to participate in global governance,expand bilateral trade and strengthen country contract cooperation,and provides useful policy Suggestions for China to further reform and opening-up and achieve high-quality development by opening the government procurement market.
