| In recent years,with the continuous development of the new generation of information technology represented by "Internet +",China’s national economic operation and people’s daily life patterns have been affected by the technology and ideas brought by it.This also makes China’s manufacturing industry face many new problems and challenges in the new information age.In particular,with the original use of resources and the environment at the expense of large-scale development results through large-scale development,with the withdrawal of China’s economic initiative to "cool down,slow down",we are eager to find a new path that can support the long-term "stable,high-quality" development of China’s manufacturing industry.In view of this,the Party Central Committee with Comrade Xi Jinping as the core has made a long-term vision and made a major judgment that "China’s economy has shifted from a high-speed growth stage to a high-quality development stage",and proposed "promoting high-quality development of manufacturing industries in order to achieve high-quality economic development." Subsequently,at the Central Economic Work Conference in 2018,he stressed that "China must closely follow the new connotation of important strategic opportunities,enhance the ability of scientific and technological innovation,accelerate the optimization and upgrading of industrial structure,and promote the high-quality development of manufacturing." This important elaboration shows that the two key links in manufacturing high-quality development are to enhance scientific and technological innovation,promote the optimization and upgrading of industrial structure,point out the direction for how to promote China’s manufacturing industry from “high-speed development” to “high-quality development”,and strengthen the confidence of China in raising the country’s manufacturing power.In fact,promoting regional economic development and improve the quality of manufacturing development,it is necessary to experience the development stage from“incremental” to “quality improvement”,and industrial agglomeration development can not only effectively solve the “incremental” link before the “quality improvement”of manufacturing industry.The reserve work can also strengthen the reserve work of“upgrading” the industry through the economic externalities realized by it.Therefore,“promoting industrial agglomeration development,promoting industrial innovation capability,and accelerating industrial structure optimization and upgrading” is a technical main line that fully promotes the high-quality development of China’s manufacturing industry.As a representative of the new generation of information technology,"Internet +" technology has "high technology,strong penetration,and wide audience",which makes the current industrial production show new features,such as virtualization of social activities,socialization of production and sales,integration of product manufacturing,blurring of industrial boundaries,and opening of industrial ecology.These characteristics are mainly reflected in the permeation transformation of the "Internet +" technology for the production factors required for industrial development,the technical transformation of various links in the industrial production chain,and the integration of the external environment of industrial development.Through these transformations,the matching of production factors required for industrial development is strengthened,the operational efficiency of design,production,and management in the production chain is improved,and the external environment for industrial development is improved.These changes have made the production and operation of enterprises in the industry less explicit and implicit,which has affected the location choice of the development of the enterprise,and thus the degree of industrial agglomeration has changed.According to the types of agglomeration enterprises,industrial agglomeration can be divided into two types,one is formed by the same type of enterprises based on certain productive resources,called professional agglomeration.The other is due to the accumulation of enterprises in the symbiotic industries of products,equipment and services involved in the upstream and downstream enterprises or industrial development of the industry chain,which is called diversified agglomeration.The emergence of industrial agglomeration has brought many external effects that affect industrial development,including scale effects,spillover effects,and cooperative effects.On the one hand,these external effects affect the efficiency of various elements involved in innovation activities in industrial development,and on the other hand can affect the operational efficiency of each node in the industrial innovation network organization structure,thus changing the level of industrial innovation.The efficiency of industrial innovation can objectively and effectively describe the level of industrial innovation.Therefore,the impact of industrial agglomeration on the level of industrial innovation can be directly reflected in its impact on the efficiency of industrial innovation.Changes in industrial innovation efficiency can be decomposed into changes in innovation efficiency brought about by changes in industry scale and changes in purely technical efficiency brought about by production management techniques.Different types of agglomeration have different influences on industrial innovation,which leads to the externality of innovation.The effect of scale efficiency and pure technology efficiency is different.However,in general,industrial gatherings effectively influence industrial innovation.In fact,there is a clear difference between industrial innovation based on industrial agglomeration and technological innovation of traditional individual enterprises.Individual enterprise innovation often only stays in the transformation of the company’s own production management process,and cluster-based innovation based on industrial agglomeration can effectively spread innovation activities to different enterprises and even different industries.According to the different roles of industrial innovation in different industries,industrial innovation can be divided into“convergence” innovations that evolve in similar industries,and “divergent”innovations that evolve in different types of industries.The “convergence” innovation of industry evolution in the same type of industry is mainly embedded in the innovation of the industry’s own production chain.By focusing on its own industry development technology,the industry is gradually moving towards “high,precise and sharp” and “divergent” innovation.It is mainly spread in different industries through the product industry chain and innovation chain in a fusion manner,making the industry gradually move toward “new,fine and special”.Therefore,the innovation of industrial clusters based on agglomeration can effectively influence the optimization and upgrading of industrial structure.The “convergence” innovation can effectively promote the optimization and upgrading of industrial structure,while the “divergent”innovation can affect the rationalization of industrial structure optimization and upgrading.Following the above-mentioned technical route to promote the high-quality development of manufacturing industry,based on information economics,new economic geography,industrial innovation theory,industrial structure optimization and upgrading theory,this paper uses mathematical economics and system dynamics to explore the impact mechanism of "Internet +" on the agglomeration development of manufacturing industry,the mechanism of industrial agglomeration to promote industrial innovation,and the mechanism of industrial innovation to optimize and upgrade industrial structure.At the same time,this paper uses the panel data model,spatial measurement model and other econometric methods to deeply analyze the relationship between "Internet +" and "industrial agglomeration","industrial agglomeration" and "industry innovation","industry innovation" and "industrial upgrading",in order to analyze the internal mechanism of the above three relationships.All in all,for the above core research part,this paper has done the following main work:(1)Analysis the mechanism of "Internet +" information technology affecting the development of industrial agglomeration.First of all,this paper analyzes "Internet +" Information technology affects the internal mechanism of industrial agglomeration by constructing a mathematical model of "Internet +" promoting industrial agglomeration development under the premise of clarifying the connotation and characteristics of "Internet +" information technology and industrial agglomeration development,based on the new economic geography theory.Then,through the construction of the "Internet+" information technology development level evaluation index system,to clarify the current level of "Internet +" development in various provinces and cities in China.Finally,using the panel data model,the effects of industrial agglomeration on different regions,different industries and different agglomeration models are analyzed in detail under three different perspectives: spatial heterogeneity,industry heterogeneity and agglomeration model heterogeneity.(2)In the analysis of industrial agglomeration promoting the improvement of industrial innovation level,we first analyze the impact of different agglomeration models on industrial innovation.Then,through system dynamic methods,the different action modes of different agglomeration models on industrial innovation are explored,so as to clarify the mechanism of industrial agglomeration promoting industrial innovation and development.Finally,on the basis of measuring the comprehensive efficiency of industrial innovation,the efficiency of industrial innovation scale and the technical efficiency of industrial innovation in 30 sub-sectors of China,30 provinces and autonomous regions and manufacturing industries,the three-stage DEA method is used to build information technology distances based on “Internet +”.Using SDM model to analyze the relationship between different industrial agglomeration methods on industrial innovation comprehensive efficiency,industrial innovation scale efficiency,industrial innovation pure technical efficiency,further analysis of its internal in the perspective of spatial heterogeneity and industry heterogeneity influences.(3)In the analysis of industrial innovation promoting the optimization and upgrad of industrial structure,the characteristics of industrial cluster innovation formed on the basis of industrial agglomeration are first clarified.According to the different transfer evolution methods of industrial technology innovation,the industrial technology innovation is divided into “convergence” technology innovation in the homogenous industry and “divergent” technology innovation in the heterogeneous industry.Then,based on the D-S monopoly competition framework,the quantitative model of industrial innovation to promote the optimization and upgrading of industrial structure is constructed,and the internal mechanism of industrial innovation to promote the optimization and upgrading of industrial structure is analyzed.Finally,by using the spatial weight matrix with "Internet +" technology distance,the SDM model is used to analyze the impact of "convergence" technology innovation on the optimization and upgrading of industrial structure.The SAR model is used to analyze the "divergent" technology innovation for industrial structure optimization.Based on the above main research work,the main conclusions obtained in this paper are as follows:(1)The development level of China’s regional "Internet +" shows the evolving development relationship of "East-Central-Western".The development level of“Internet +” in the eastern coastal areas is significantly higher than that in the central and western regions,and the provinces in the western provinces and northeastern regions are relatively low.From the perspective of time change,the overall level of China’s "Internet +" development has increased year by year from 2010 to 2017,benefiting from the spillover effect of the new generation of information technology in the eastern coastal areas,and the provinces in the central regions adjacent to it have improved significantly.Overall,the eastern region and the central region have seen a large increase.Some provinces in the southwest and northeastern regions have changed relatively slowly,and the overall development level is still low.(2)On the whole,the "Internet +" development level has a significant effect on the development of manufacturing agglomeration,but the conclusions are different for different industries,different intervals and different agglomeration methods.From the perspective of industry heterogeneity,for those industries where products directly affect the market and have certain requirements for production technology,"Internet +" technology is first suppressed and promoted.For a policy monopolistic or a technically monopolistic enterprise,the impact of "Internet +" on its agglomeration is relatively small.For some high-tech enterprises,the "Internet +" development level is the first to promote post-inhibition of its industrial agglomeration.From the perspective of spatial heterogeneity,due to the existence of “sinking cost” and “network effect”,the development level of “Internet +” in the eastern region is a trend of continuous promotion for the agglomeration of manufacturing,while other regions are showing first suppression and promotion.From the perspective of heterogeneity of agglomeration mode,the development level of "Internet +" has obvious promotion effects on diversified agglomeration and specialized agglomeration,but the influence of "Internet of Things +" on diversified agglomeration is greater than that of specialized agglomeration."Internet of Things +" is the first to suppress and promote the diversified agglomeration,but for the professional agglomeration,it always shows a promotion.(3)Industrial agglomeration has a significant role in promoting industrial innovation and development,and this promotion has a spatial effect.Different agglomeration models have different effects on different aspects of industrial innovation efficiency.The effect of specialized agglomeration on the efficiency of industrial innovation scale is higher than that on pure technology efficiency,while industrial diversification agglomeration has a stronger effect on industrial pure technology efficiency.From the perspective of spatial heterogeneity,the impact of industrial diversification and specialized agglomeration on industrial innovation efficiency in the region has shown a gradual decline in the “East-Central-Western”.The diversified industrial agglomeration in the eastern and central regions is stronger than the professional agglomeration,while the western region is the opposite.From the perspective of industry heterogeneity,the industrial agglomeration of new resource-intensive industries has a stronger impact on industrial innovation than the impact of traditional resource-intensive industries on industrial innovation.In traditional resource-intensive industries,the impact of specialized agglomeration on innovation is stronger than that brought about by diversified agglomeration.In the new resource-intensive industries,the effect of diversification on innovation is higher than that brought about by specialized agglomeration.(4)Industrial innovation has a positive effect on the upgrading of industrial structure.The “convergence innovation” has a significant positive impact on the upgrading of industrial upgrading.From the perspective of region,the impact of“convergence innovation” in the eastern region on promoting industrial upgrading is significantly higher than that in the central and western regions.Due to the existence of the “return effect” of innovation elements,“convergence innovation” will reduce the spillover effects of external technology in the region and inhibit the high-level development of industries in other regions."Divergent technology innovation" can effectively promote the rationalization of industrial upgrading,and its spatial effect is significantly positive."Divergent technology innovation" plays a more important role in promoting the industrial rationalization process in the new resource-intensive industries than its traditional resource-intensive industries. |
