The paper focuses on the empirical study of income gap of farmers and herdsmen in Hulunbuir and its influencing factors. Within35years of reform and opening-up, average income of farmers and herdsmen enjoyed a sharp growth in Inner Mongolia Autonomous Region. In2011, the per capita net income of farmers and herdsmen is6642yuan, an increase of20.1%, Which mainly stems from that the state has fulfilled the agricultural policies and increased the investment in husbandry, the production enthusiasm of farmers and herdsmen and the husbandry industrilization level has continued to rise, what’s more, the planting industry structure has been further optimized, the aquaculture industry changed gradually from extensive model to quality and profit model. During such a period time of the rapid development in economy, in the Eleventh Five-Year period.In2011the per capita net income of farmers and herdsmen in Hulunbuir is7643yuan above the average value of Inner Mongolia Autonomous Region, with an increase of22.9%. However, the per capita value is relatively obscure Index and conceals absolute poverty of pastoral areas and relative poverty caused by income gap. Income gap of farmers and herdsmen is a real existence in rural construction and development in China and must be attached more attention. Income gap of farmers and herdsmen living in the multi-ethnic populated areas which results from various factors in economy and society has important significance to promotion of common prosperity and social equity and to healthy, orderly and benign development of society in ethnic areas.The paper takes income gap of farmers and herdsmen living in the multi-ethnic populated pastoral areas in Hulunbuir as an example, deeply analyses the factors that influence the income gap of farmers and herdsmen by collecting basic data in household survey. The following conclusions by empirical research are that income gap of farmers and herdsmen in Hulunbuir appears to be narrowing yearly and that among different areas is too large and that in non-pastoral counties is larger than in pastoral counties and that of ethnic groups with less population living in ecotones is increasing. Therefore, narrowing income gap has important implications for increase in revenue,decrease in poverty and improvement in the lives of farmers and herdsmen. Based on the regression analysis of the sample area, the paper provides the decisive basis for the development of pastoral areas in multi-ethnic communities.
