The “Internet Plus”,big data,artificial intelligence,and other new generation information technologies have endowed scientific and technological resources with new connotations and characteristics.With knowledge at the core,scientific and technological resources are often presented in the form of papers,patents,standards,and scientific and technological achievements.In the context of new technologies and new forms of business,scientific and technological resources with knowledge at the core continue to extend in both connotation and extension.In developed countries,resource services based on process and data are playing an increasingly prominent role in enterprise operations.Business processes and data have been regarded as reproducible and reusable resources to provide knowledge services to enterprises.In the process of co-creating value in areas like supply,marketing,service,and logistics,enterprises have produced a large number of value chain synergy business processes and data.On this basis,data intelligent technology can be exploited to generate reproducible and reusable business scientific and technological resources,which can provide resource services for enterprise collaboration and improve the efficiency of research and design,manufacturing,management,and operation and maintenance.However,the academic community still lacks research on scientific and technological resources generated based on massive data under the computer system and Internet environment.At the same time,the corresponding resource system has not been formed,so it is difficult to support the demand of modern enterprise value chain synergy for knowledge-based scientific and technological resources.In combination with the National Key Research and Development Program of China,this dissertation focuses on the key technologies for the construction of value chain synergy business scientific and technological resource system,including the following aspects:(1)From the perspective of computer science,this dissertation analyzes the characteristics and components of business scientific and technological resources,constructs the model of business scientific and technological resources.This is a new theoretical perspective for the research of scientific and technological resources.On this basis,this dissertation designs a cross-regional business scientific and technological resource system to provide systematic comprehensive science and technology services for industrial clusters.(2)This dissertation studies the running problem of business scientific and technological resources.Aiming at selecting highly transparent algorithm model dynamically during the runtime of business scientific and technological resources,an interpretable hyperparameter optimization method,Opt Interpret ML,is proposed to provide users optimal hyperparameter settings through as few experiments as possible.Opt Interpret ML can provide a more transparent algorithm model without affecting the prediction performance of the model.(3)This dissertation studies the decision understanding problem of business scientific and technological resources.According to the characteristics of business scientific and technological resources,a modified version of LIME,called Embedding LIME,is proposed.Embedding LIME introduces autoencoders to define and construct neighborhoods in the entity embedding layer of the neural network,thereby improving the stability of interpretation and local fidelity.(4)This dissertation studies the distributed deployment problem of business scientific and technological resource system.Considering the resource access cost,resource synchronization cost,and resource storage cost in a distributed environment,the distributed deployment problem of business scientific and technological resource system is modeled,and an improved frog leaping algorithm,called ISFLA,is proposed.ISFLA extends the GA mutation operator to improve the searchability under multiple constraints while maintaining the diversity of the frog population.A heuristic repair strategy is also proposed to deal with infeasible solutions.(5)Based on the above research results,a business scientific and technological resource system based on the third-party industry value chain collaboration platform is designed and constructed,and the deployment application of cross-regional business scientific and technological resource system is given.
