In the new era,health has become the cornerstone of China's high-quality,comprehensive and long-term development;the Healthy China strategy has become one of the key features of the development of socialism with Chinese characteristics in the new era,highlighting the prominent status of health.All sectors of society are committed to solving the contradiction between the people's growing demand for health promotion and a series of problems such as environmental changes,reduced sports activities,and lifestyle changes.Health education,as the most advanced preventive measure for children and adolescents' health promotion,is of great significance to their health and all-round development,and it is also a key step to improve the overall health literacy of the people,and the moving forward of critical pass of health,and guarantee the "Integration of sports and Medicine".The implementation of health education is mainly based on physical education and health courses,while the development of local curriculum theory and practice of health education is relatively lagging.Our country's curriculum development and implementation of health education at all levels have strong consistency,but lack of diversity and regionality from the perspective of regional environmental differences,and there is an urgent need for the full development of health education local curriculum development theories and practices to enrich health education local curriculum,improve the three-level curriculum system of health education and meet the needs of children and adolescents in promoting the development of local curriculum for health education.The research is within the three-level curriculum management system,based on the Skilbeck Situational Development Model,Sports Geography,Disease Geography,and Health Belief Models,using literature research methods,text research methods,survey research methods,observation methods,and mathematics statistical methods,teaching experiments and other methods to study the development of local curriculum for health education in Qinghai Province.The research believes that the development of local curriculum development-related research for health education can not only meet the needs of national development strategies,but also respond to the call of health for the construction of power strategy in the new era and the construction of a Healthy China;It can respond to the needs of health education for the improvement of children and adolescents' health literacy;It can alleviate the predicament of the development of health education curriculum theory and practice;It can promote the full development of the local curriculum of health education under the influence of the diversity of the natural environment,meet the needs of health education under the influence of the regional environment,and accurately serve the multiple goals of improving students'health literacy.Aiming at the diversity of the natural environment in China,this paper chooses Qinghai province as a case and takes senior high school students as a research group to research the development of the local curriculum of health education in senior high schools in Qinghai province.Firstly,it investigates and analyzes the current situation of high school health education courses in Qinghai Province.This study believes that the effectiveness of the implementation of physical education and health curriculum in senior high schools in Qinghai Province needs to be further improved,especially the health education part.The development of students' health awareness,health knowledge and skills,and health behavior is uneven,and they have different promotion needs.The group of health education teachers is relatively single,and their health literacy and teaching ability need to be improved;School leaders have a deviation in understanding and recognition of health education,and management,support,and service efforts need to be improved.The local curriculum system of health education for senior high schools in Qinghai Province is designed.The national curriculum,local curriculum,and school-based curriculum were arranged 10,6,and 2 sessions respectively.Constructs and explaines the consistency principle,regional principle,scientific principle,and systematic principle of local curriculum development of health education.Based on the four principles,a model of local curriculum development for health education is constructed.The model is a closed-loop course development process system,which is divided into five parts:situation analysis,course objective setting,course content screening,course organization and implementation,evaluation,and feedback.The five links influence each other,act on each other and feedback,and form an interlocking theoretical model.According to the local curriculum development model of health education,the local curriculum of health education in Qinghai Province is developed.Firstly,the curriculum objective is composed of the overall objective and the specific objective.The specific objective consists of health awareness,health knowledge and skills,and health behavior.According to the learner orientation of the course,four characteristics of the content of the course are defined:richness,appropriateness,development,and migration.According to the students' health literacy development demand,environment feature selection,combined with field investigation to determine the actual health basic knowledge and identity,sports safety movement and the plateau environment adaptation,plateau diseases and endemic disease prevention and control,plateau dietary nutrition,and hygiene,psychological health and moral health and adolescent education,network security,and social adaptation ability promotion six theme contents;And according to the introduction of life connection,basic content,self-development,constructs the course content system.In the process of organization and implementation,it is proposed that health education should be paid more attention to and a good environment for the implementation of local health education curriculum should be built.Pay attention to the combination of theory and practice,and actively create the learning situation ofhealth education;To improve the health education ability of the leading teachers and construct a pluralistic teaching leading community;Give full play to students' main initiative and enthusiasm;Enrich teaching practice forms and form five implementation strategies of online and offline collaborative education front.Finally,it puts forward to form a multi-evaluation model;Actively carry out the student-subject self-evaluation;Carry out the combination of online and offline;Carry out the whole process evaluation feedback suggestions.Adopt the method of teaching experiments to demonstrate the effectiveness of health education in Qinghai Province local curriculum system,the study finds that in comparative classes and experimental classes in general health literacy and health literacy topics,there exists significant differences of the two,prove the effectiveness of health education in Qinghai local curriculum content,but also supports the scientific nature and rationality of the health education local curriculum development model.Finally,suggestions are put forward for the development of the local health education curriculum in China:1.Strengthen the recognition and attention degree,and build a good environment for the development of local health education curriculum;2.Enhance the curriculum ability of health education teachers and construct a health education curriculum development community;3.Enrich the local curriculum forms of health education;4.Take full care of the local environment and develop the local curriculum resources of health education;5.Actively take care of students' main needs,and pay attention to the design of the content system of "knowledge,faith,and action";6.Pay attention to the development of all process links,to ensure the effectiveness of the implementation and evaluation links.this study has accumulated a certain amount of information in the field of health education curriculum development theory and practice,but in the region,period,choice of empirical research perspective,objects,we still have some limitations,need focus on the theoretical and practical development of local health education curriculum under the influence of regional environmentin the in the future research,pay attention to diversified teaching leading,high-quality service and management environment,perfecting assessment mechanism of elements such as building,give health education services precisly according to the students' health literacy needs,ensure the healthy,comprehensive development of children and adolescent.
