Since the late 1990s,China's higher education has made progress from "elitism" to"popularization" in more than ten years,and toward the popularization gradually with expansion of enrollment.Admittedly,the newly established colleges played an important role in promoting the popularizationAs an important part of newly-established undergraduate universities,the newly-established undergraduate normal universities not only provide excellent teacher resources for local primary and secondary education,but also provide a large number of applied talents for the regional economic and social development.However,the newly established normal universities do not know how to develop in the environment of economic and social transformation?Which to choose between application type and normal type?Or both?It is the main obstacle that "transformation" or "untransformation" or how to transform.What did the problems newly-established undergraduate normal universities face in the process of organizational transformation?How to solve it?The research uses a sample of 60 newly-established undergraduate normal universities "Teaching Quality Report(2015-2016)"and to statistics the organizational goals,organizational structures and organizational behaviors classifily,and analysis the main problems with new institutional theory,to find the main problems and resources in the process of transformation.On this basis,Z Normal University is selected as a case object,and stay into the school for a long time.Through the observation,interview and other methods,reproduce its histories and reality of object institutes.The purpose of the large sample statistics is to prompt the universal problems to ensure the validity and quality of the research,the purpose of the case study is to dig deep into the concrete problems.The organic combination of quantification and quality can effectively make up for the defects of both sides,to realize the purpose of mutual verification,Then to explore the source of the problems with new institutional theory.The research found that newly-established undergraduate normal universities face the dilemmas of resources,prestige and power.How to get the running funds and excellent teachers,how to improve the prestige and influence power of the school,how to expand autonomy power of finance and personnel,and etc.Newly-established undergraduate normal universities often meet investors in order to get more resource,leading to comprehensive isomorphism in the first transformation and application isomorphism in the second transformation.For example,93.33%of the sample institutions have 6 or more disciplines,more than 80%of the sample institutions have more than 10000 students,78.33%of the sample institutions are located in the training of applied talents,it is the highest in application majors in spite of numbers or kinds that engerineering-oriented applicaton majors.The isomorphism result of two transformations is caused of "non-normal" at the expense of the cost of "teacher-training".there are only 14 colleges located in the Normal University in the 60 sample institutions,and Z Normal University has dropped from the normal majors from 100%to 26.42%in the during 2002 to 2016.The suggestions consists three parts:Firstly,We should support and guide normal education,and consolidate their status and treatment of primary and secondary school teachers,especially middle and western and rural areas.Solve the problem of "de-normalization" in newly-established undergraduate normal universities,and solve the shortage of teachers in primary and secondary schools.Secondly,It is important to incentvize output performance and diversify fundraising in order to overcome resources dependence,it is the same that how much resources are owned also means the degree of independence of powerThirdly,We should choose different transformation path accordingly to the different characteristics of upgrade time,region,so that to find the wayout of different type.The research further confirms the local applicability of new institutional theory in higher education research,it presents three-dimensional patterns of organizational transformation with mixed methods,it achieves approach innovation from multidisciplinary perspective of sociology,economics and pedagogy.The conclusions can provide some reference for the normal colleges,newly-established universities and local institutes;due to the samples are only normal types,other type need to study further,some deficiencies need to be further improved because of the researcher's level and energy.
