As a system resource to promote the development of ethnic minority education and accelerate the growth of the ethnic minority,the policies for ethnic minority education are apparently valuable and effective.The ethnic minority education policy research is a broad problem domain,which involves several processes of the generation,performance,assessment,period and other problems of the policy.Therefore,under the limitation of energy,time and material resources,if a researcher wants to exhausted all the processes of the policy,that is not an easy task.The formation of the policy is the first step among all the processes.To grasp this link firmly and well,to some extent,can be benefit the other policy processes.This research can be divided into seven chapters.Chapter one is aimed at introduce the reason and meaning of the selected topic as well as the literature,structure,thinking and methods of this research.Chapter two focuses on the problem of the reserving or canceling of ethnic minority education policy and exploring the reasons for its being and not being.On the basis of criticizing subsistent mode of thinking,the ethnic minority education police is generated too can be found in Chapter three.Chapter four discusses the reasons why the ethnic minority education problems and the growth of ethnic minority become the starting point of the research on the policy formation.Chapter five sets out to explore the backgrounds of the policy formation,which have important value and meaning on the formation.Chapter six puts forward two kinds of paradigms of the generation of ethnic minority education policy,namely procedural paradigms and strategic paradigms,those paradigms work together and promote the development of ethnic minority education and accelerate the growth of the ethnic minority.Chapter seven discusses the ambition of the ethnic education policy and the ideal policy for ethnic education,considering that the policy has its inherent values-driven and the adaptive one is the best policy.the epilogue makes an exploratory analyses on the policy by using simple language and tentatively puts forward the probable theoretical proposition of the ethnic education policy research.By analyzing and exploring,this study suggests:Firstly,although in the long term and from the point of oughtness,the ethnic minority education policy must lose the necessity to exist with the end of the ethnic group.However,from the view of the moment and practice,the society still needs the policy for ethnic education because of the long-term existence of ethnic distinction and the differences of education development as well as the objective existence of its interethnicism.In fact,the ethnic minority education policy should be renewed rather than abandoned,with the development of economy and the strength of financial resources,to promote its fast,better and sustainable development.Secondly,the existing policy cannot solve the problems in the process of development.Thus,it must be generated and generated in the interaction between the interethnic things and the domestic situation as well as economy,education,politics,population and ethnic culture.Thirdly,based on the education for ethnic groups question and the ethnic minority's growth,is two kind of thought way of the ethnic minority education policy production beginning,the former mainly focuses on the ethnic minority education question reality,the latter focuses on the the ethnic minority's growth.Fourthly,the procedural paradigms and strategic paradigms work together and promote the development of ethnic minority education and accelerate the growth of the ethnic minority.,the ethnic minority education problem is so complicated,because it involves nation,education,politics,economy,culture and religion.Although its policy pursuit is the perfect way to deal with the problems,the generated ethnic education policy cannot able to solve all the ethnic minority education problems.
