A Study On The Construction Of The Internal Supervision System Within The Communist Party Of China In The New Era

Supervision is the root of the vitality of a country and a political party.Based on the existing research and our national conditions,the supervision system of the Party and the state can be divided into three major aspects,namely,the inner-party supervision system,the state supervision system and the social supervision system.The Communist Party of China's long-term ruling status and its nature of purpose,decided that the inner-party supervision is the party and the country's supervision system leadership.Since the 18 th National Congress of the CPC,the collective leadership of the CPC has taken strategic measures to develop the Party in depth and in an all-round way,pushed forward the fundamental reform of the inner-Party supervision system and the implementation mode,and gradually opened up the development road with the system construction running through the Party building as the main line.At the Sixth Plenary Session of the 18 th Central Committee of the Communist Party of China(CPC),Xi Jinping stressed that "strengthening inner-Party supervision is an important fundamental project for Party building,so as to fully release the institutional advantages of supervision." Concretely speaking,in view of the function and effect of the system operation,the development of the inner-party supervision system construction in the new era emphasizes the gradual process of how the system which is actually operated in accordance with the existing party constitution and inner-party laws and regulations and is playing a role in the real social life develops and perfects continuously and transforms to the ideal state of the future.In addition,in the context of "party-state" system,the political development path with Chinese characteristics has different institutional advantages from other countries.The operation and function of the inner-party supervision system is not for other purposes,but for the sake of a healthier national governance system and more effective governance activities.To this end,the inner-party supervision should not be "supervision for the sake of supervision",but should be integrated into the goal of improving governance system and governance capacity,and constantly inject "reflective direction" into the leadership of the Party and national construction.Therefore,it is of great significance to enhance the level of system construction,set up scientific ideas,strengthen strategic planning,and make the inner-party supervision system be promoted steadily.Compared with the active view of practice,the theoretical circle has been focusing on the specific system of inner-party supervision,and the results of the dynamic operation of inner-party supervision from the perspective of system generation,system structure and system operation process are slightly weak.Institution construction includes the development of institution theory,institution vicissitude,supervision technique and modernization of supervision means.As far as the law of governing the Party by system is concerned,the construction of the inner-Party supervision system also has the tendency of "spontaneous" evolution from low level to high level,from simple to complex,from disorder to order.Its scientific operation is not only a simple summary of the system text,but also includes other factors related to the system and the environment and conditions for the effective operation of the system.This paper regards the construction of the inner-party supervision system as a process of dynamic interaction of all components and their subsystems,which evolves into an order gradually and forms in accordance with a certain structure and law.In terms of research contents,we shall,from the aspects of general theoretical analysis,main contents,ideology-leading,top-level design,operational mechanism and institutional guarantee of the inner-Party supervision system,upgrade the practical inner-Party supervision work to the level of system construction ideas,mechanisms and methods;in terms of research methods,we shall adhere to the comprehensive application of Marxist materialist dialectics,systematic thinking,social structure analysis and other research methods;in terms of research ideas,we shall,through sorting out the achievements of Marxist theory of power supervision and its Chinese-style theory as well as the historical process of the inner-Party supervision system construction in the past 100 years,sort out the theoretical logic and historical logic of the inner-Party supervision system construction from the macro level,and then build an integrated practical analysis framework of "three layers and four dimensions" consisting of the ideological and cognitive level of idea,decision-making dimension of structure,operation and development dimension,and comprehensively interpret the inner-Party supervision system practice,so as to explore how inner-Party supervision becomes a scientific,complete,standardized,open and up-to-date system.Through the macroscopic analysis from the top-level design to the realistic analysis of the operation and development of the system,the core values and objectives of the inner-party supervision system construction in the new era are revealed,and the theoretical support and reference are provided for the modernization of the inner-party supervision system and the supervision ability.
