Discourse Practice And The Promotion Of Discourse Power In International Organizations

International organizations have discursive power.At present,the academic research on discursive power is mostly about the discursive power of the country,and there is no in-depth research on the discursive power of international organizations.The discursive power of international organizations has more research space.The question this research is devoted to solving is how do international organizations improve their discursive power.Since there is no special research on the discursive power of international organizations,existing studies cannot give a satisfactory explanation for this problem.After combing through the relationships among discourse,practice,power,and discursive power,this research found that discourse,practice,and power are closely related and have internal logic.Discourse has the attribute of power.Through a certain rule system,discourse is presented,constructing meaning and power.Discourse is a reflection of power.In addition,discourse itself is power.Discourse also has practical attributes.The key to discourse lies in practice.Discourse constructs power through practice.Through practice,discourse is strengthened or weakened.Discursive practice is the result of the close integration of discourse and practice.There is a close relationship between discursive practice and discursive power.Discursive practice can construct power,and an important part of discursive power is power.Discursive practice can be used to analyze the right to speak.Moreover,the practice of discourse focuses on the process of practice,which is a dynamic process.The promotion of discursive power is also a dynamic process.Therefore,it is reasonable to analyze the promotion of discursive power from the perspective of discursive practice.Based on this,this research draws on the relevant research results of the discursive power and the promotion of discursive power and the development and evolution of international organizations,based on the practical theory of international relations,and specifically selects the theory of discursive practice to construct a theoretical framework for the promotion of discursive power of international organizations.This research argues that international organizations use discursive practice to enhance their discursive power,and the specific ways of discourse practice include three aspects: knowledge production,normative advocacy and agenda setting.First,international organizations have professional institutions and professionals to produce professional knowledge and enhance their discursive power through knowledge production.Second,international organizations formulate international rules,and create and advocate international norms,so that the norms they advocate can be studied,followed and accepted by as many countries and international organizations as possible.Third,international organizations set agendas,highlighting the urgency and importance of the issue areas that the organization focuses on,and make the international community pay attention to the issue areas.In addition,international organizations actively set agendas.In the case part,this research examines how UNESCO has carried out discursive practice in the process of advocating “lifelong learning” and promoting intangible cultural heritage to enhance its discursive power.Through investigation,this research found that the reality of the promotion of the discursive power of the international organization is consistent with the theory of discursive practice,that is to say,the theory can explain how it improves its discursive power.This further verifies the rationality of the theoretical part of this research.This research has certain significance both in theory and in reality.Theoretically,it is of certain significance for enriching the theory of international organizations and broadening the scope of research on discursive power.Practically,it has a certain significance for enhancing the discursive power and influence of international organizations,and then enhancing the discursive power and influence of the countries that created international organizations.In recent years,China’s integration into international organizations has continued to increase,and its interaction with international organizations has become closer,including the active creation of new international organizations.China has realized that it can use international organizations to enhance the country’s discursive power.Some scholars have also pointed out that China needs to use international organizations to enhance its voice.In this context,this study has practical significance for the promotion of the discursive power of the international organizations created by China,and further the promotion of the discursive power and influence of China.
