Research On The Chinese Characteristics Of State Governance And Its Logical Basis

Since the emergence of class society and state,governance and state governance are important political phenomena that accompany and objectively exist.The essence of state governance is to alleviate class contradictions,develop social production and maintain social stability and order through the operation of state functions.In the class society before socialism,state governance has the fundamental attribute of prominent class nature on the basis of sociality.Especially in socialist society,state governance emphasizes its sociality,that is,to promote the development of political,economic,cultural,social and ecological civilization through a series of governance actions.The concept,research and theory of national governance originated from the west,especially since the 1990 s,it has become a hot topic in western political circles.However,China’s national governance does not copy the western theoretical discourse system.Since the founding of new China,the Communist Party of China has never stopped exploring a scientific and effective national governance system in line with China’s reality.National governance with Chinese characteristics is to adhere to the national governance guided by Marxist theory.Marxist theory is closely combined with China’s reality,forming a governance model suitable for China’s national conditions and the characteristics of post developing countries.Especially in the 40 years of reform and opening up,we have fully absorbed and learned from the beneficial elements of western governance theory,learned from China’s 5000 year excellent cultural tradition,and formed a sinicized theoretical proposition based on China’s reality.It has a distinct Chinese discourse and Chinese connotation,which is the original contribution of the Communist Party of China to modern governance theory.In particular,the concept of modernization of state governance is the first initiative of the Communist Party of China.The Third Plenary Session of the 18 th CPC Central Committee put forward the general goal of comprehensively deepening reform,that is,"improving and developing the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity".General Secretary Xi Jinping stressed that "what kind of governance system a country chooses is determined by the historical heritage,cultural tradition and economic and social development level of this country,and is determined by the people of this country".In the past 70 years since the founding of the People’s Republic of China and 40 years of reform and opening up,China’s state governance has experienced a comprehensive transformation from a planned system to a market system and from a traditional society to a modern society,aiming at achieving economic development,prosperity and stability.State governance with Chinese characteristics has always adhered to the guidance of Marxist theory,the core leading role of the Communist Party of China and the road and direction of socialism,which fully conforms to and fully reflects the inexorable law of socialist state governance.In the practice of state governance,we give full play to the institutional advantages of socialist countries,adhere to holistic governance,emphasize balanced development in all regions and fields,emphasize the synchronous advancement of economic,political,cultural,social and ecological civilization,and deal with important debates between the central and local governments,the Party and the government,reform,development and stability.The process of the relationship reflects the Chinese temperament and advantages.China’s national governance embodies the international trend and draws lessons from the achievements of world civilization.Western developed countries emphasize the core elements of strengthening democracy construction,strengthening the rule of law construction,and strengthening the coordination and cooperation of all relevant subjects in the process of national governance,which are the governance points spontaneously followed by China in the process of national governance.However,as a socialist country guided by Marxist theory,China has formed a distinctive national governance model through its unique political party system,its unique position as a human democracy,its unique socialist value system and its unique goal coordination.The formation of the above distinctive Chinese characteristics has its full generative logic.In terms of the internal structure of the country,western national governance emphasizes multi-agent governance,while Chinese national governance,through its unique structural characteristics,has walked out of a successful model of CO governance and sharing different from Western multi-element governance.As the ruling party,strengthening the leadership of the Communist Party of China is always the core of state governance.Through Party building,the ruling level of the ruling party is constantly improved and the direction of state governance is well grasped.China’s unique system requires that the relationship between the central and local governments be properly handled.China’s governance not only emphasizes the authority of the central government,but also insists on fully safeguarding local interests and giving full play to local initiative,ultimately achieving a win-win situation between the central and local governments,as well as ensuring the unity and stability of the country.Rule of law is the trend and necessary condition of contemporary state governance.The legalization of state governance is also the key issue of state governance in China.In practice,it has come out of the road of rule of law which is more in line with the socialist characteristics and the interests of the people.From the perspective of governance concept,China’s state governance is based on theoretical
