Research On State Construction In Ukraine's Transition(1991-2021)

After the disintegration of the Soviet Union,Ukraine has embarked on the road of independence within the background of transformation.All through the 30 years after independence,the "Color Revolution" and Ukraine crisis have made the road of social transformation and State Construction of Ukraine more challenging and difficult.Taking Ukraine as case study is not only of great theoretical significance,but also of great practical importance to explore the relationships between social transformation and state construction.Ukraine's transformation is an all-round and multi-dimensional transformation based on the western democratic system.At the political level,its aim is to establish a representative democratic system,at the economic level,its goal is to transition from a planned economy to a market economy,and at the social level,its objective is to promote the development of civil society in the country.Besides,Ukraine's social transformation is also accompanied by a difficult process of state construction,which is reflected in the internal level of politics,such as economy and society,and the external level,including geopolitics and great power influence.There are numerous literatures on the analysis of the crisis in the process of Ukraine's transformation and state construction based on the game between the United States,Russia and Europe or the historical factors of Ukraine,however there is still much room to further the studies on the influence of political system construction,economic privatization reform and social structure stratification on Ukraine's state construction.Based on the new institutionalism,public choice theory and post structuralism,this paper attempts to analyze the relationship between Ukraine's transformation and State Construction from the political dimension,economic dimension and social dimension: the political dimension mainly analyzes the State Construction from three perspectives,namely,"the dispute between the government and the court","the relationship between the central government and the local government" and the reform of the rule of law;the economic dimension mainly analyzes the State Construction from the economic privatization,agricultural privatization reform and foreign trade policy reform;from the social dimension,it mainly analyzes the social structure stratification from three aspects: the rise of political elites,the development and current situation of Ukraine's new middle class,and the struggle at the bottom.Through the analysis,it can be concluded that,with the commence of the process of State Construction in Ukraine,due to the lack of the system of State Construction in Ukraine,the power separation and balance mechanism among legislation,administration and justice in constitutional democracy cannot function normally,which leads to the power struggle between the government and parliament,the game between the central and local governments,and the slow process of reform of law.From the economic perspective,although the Ukrainian government has adopted shock therapy to get rid of the planned economy model,the privatization reform in key areas was slow,resulting in low economic efficiency;From social perspective,the emergence of oligarchy has aggravated the polarization between the rich and the poor in Ukrainian society,curbed the formation and development of the middle class as a stabilizer,and alienated the bottom from the social elites.Finally,the dissertation argues that with transformation as the general background,Ukraine lacks the political mechanism of the separation and balance of legislative,administrative and judicial powers,as a result of which Ukraine's state construction process in politics,economy and society has met strong resistance and difficulty.To be more specifically,in the economic field,Ukraine's ownership reform faces great challenges;in the social field,the serious wealth polarization has weakened the social cohesion so badly that it is next to impossible to establish and maintain a kind of system and mechanism to solve internal conflicts and disputes by political negotiation,rendering Ukraine in the condition of weak state and society.This situation,coupled with external foreign intervention,has led to a high frequency outbreaks of crisis with in and near Ukraine.
