Non-Traditional Security & Global-Governance

Globalization has made the domestic security of a country more affected by international security,and domestic security problems can be spilt to the international community.The links between domestic security and international security are getting closer and closer,and their boundaries are increasingly blurred.In recent years,with the continuous expansion of non-traditional security threats to China,the research on non-traditional security in domestic academia has been significantly enhanced,fruitful theoretical exploration has been carried out.Aviation safety is not only related to the safety of the public and property,but also to economic development,national stability,social harmony and stability.Under the background of globalization of the aviation safety problem such as the accident of flight MH370&MH17,the world’s countries must face with the problems of increasingly non-traditional security is becoming an important study of the problem domain.However,from the current academic research,few scholars have conducted in-depth studies on civil aviation safety from the perspective of non-traditional security,global governance and "human security".As an area of concern,aviation safety needs more effective safety management system to guide and regulate.In the course of non-traditional security research is helpful to develop a new space for security studies in China,also help China enhance the position in international aviation safety management system and the ability to deal with global problems.To deal with non-traditional security threats requires a new type of international participation and international cooperation,which requires the country to be capable of effective governance.Therefore,from the perspective of non-traditional security and global governance,the research on civil aviation safety governance undoubtedly has positive theoretical and practical significance.This article attempts through to the concept and characteristics of civil aviation safety,from the analysis of civil aviation safety as a subproblem domain of non-traditional security,by studying the aviation safety management subject and developed powers of civil aviation safety management system arrangement of rationality,effectiveness,and to seek perfect path choice of China’s civil aviation safety management ability.This paper is divided into ten chapters.The first chapter introduces the current situation of domestic and foreign research,the significance of the topic selection,the method of research and the frame of the thesis.The second chapter discusses the controversy of safety concept,reviews the origin,development and evolution of the safety concept,based on the concept and properties between security and leads to the discussion of the non-traditional security and civil aviation safety related concept definition.It is necessary to consider the dynamic change of the security subject’s own strength when discussing the relativity of security and national capacity building.In third chapter,there are three theoretical bases to support the thesis writing: "non-traditional security,global governance and human security",combing the characteristics of non-traditional security,security governance body,and the relationship between the national security and people’s safety.The fourth chapter discusses the civil aviation safety management and governance body(non-state body and state body)and the relationship between the interaction,which lead to the detailed discussion in chapter fourth&fifth,chapters sixth,seven&eighth,through the analysis of the specific discussion of the foregoing chapters,suggestions to consummate the construction of China’s civil aviation safety management thinking were given in chapter ninth,the national security strategy is the concrete embodiment of China’s overall national security concept in security practice,in order to meet China’s national security and the new needs of the development of civil aviation,China’s civil aviation safety management must be based on the overall national security concept.In addition,to better promote our country’s civil aviation safety management ability,we must also be paid close attention to the civil aviation safety system construction,safety information management,technology support,and actively participate in the global aviation safety culture construction management,etc.,through technology and management means to promote,strengthen technology innovation,increase investment in safety,attaches great importance to participate effectively in the international civil aviation policy,standards and technical measures,strengthen international cooperation and exchanges,so as to help further enhance China’s civil aviation safety management ability and development.Chapter tenth is the conclusion,a review of the full paper.The civil aviation safety is a long-term,systematic work,the civil aviation safety both transnational and global,externality,governments to maintain its own means of civil aviation safety is also more diversified.Civil aviation safety task is arduous and has great challenge,only starting point and no end.Therefore,it is necessary for the international community,the state and the civil aviation administration to provide policy,personnel,funds and policy support.It also requires close cooperation and in-depth exchange between the international community and the aviation industry.
