The “Belt and Road” initiative is a foreign cooperation initiative proposed and actively promoted by China in 2013.The Middle East is a must pass and an important region for the “Belt and Road” initiative, and its attitudes and policies are crucial to the smooth progress of the “Belt and Road” initiative. There are many countries in the Middle East, and their national conditions are also different. It is not realistic to study one by one. Therefore, this article attempts to start from the representative and overall significance of regional powers to study their perceptions of the "Belt and Road" initiative. This article takes Iran,Egypt and Saudi Arabia as the main research objects to study their perception of the “Belt and Road” initiative.Traditional cognitive psychology only discusses the cognition between individuals. This article extends the subject of cognition from individuals to international relations actors. In psychology, cognition explores the three levels of representation, cognition, and metacognition. In the study of international relations, according to different cognitive subjects,it can be divided into three levels: politics, academia, and folk.Cognitive image is extended from the image between individuals to the image construction between the actors of international relations, and the cognition has since completed the combination of psychology and international relations. This article selects three major Middle East countries,Iran,Egypt, and Saudi Arabia as cases, and focuses on the analysis of the basis of the above three countries’ perceptions of the “Belt and Road” initiative, the current status of perception, the influencing factors of perception, and the impact of perceptions.Provide policy recommendations for deepening the three countries’ benign awareness of the “Belt and Road” initiative. This article believes that the three countries in the Middle East have produced different cognitive models in their cognition of the “Belt and Road” initiative.First, due to the historical burden of its great power mentality and victim psychology,Iran has a double perception of the “Belt and Road” initiative, which has led to challenges in its advancement in Iran.Second,Egypt,as the first Arab country to establish diplomatic relations with New China, has maintained good relations with China since the establishment of diplomatic relations. The good historical experience has given Egypt an overall benign understanding of the “Belt and Road” initiative. The emergence of the overall benign awareness of Egypt has enabled the “Belt and Road”initiative to advance steadily in Egypt.Third, although Saudi Arabia has established diplomatic relations with China within a relatively short period of time, the close economic cooperation between the two parties has contributed to its overall benign awareness of the “Belt and Road” initiative.Although Saudi Arabia has developed an overall benign understanding of the “Belt and Road” initiative, the cooperation between China and Saudi Arabia is limited to the economic field, and cooperation in the humanities and politics still needs to be strengthened. Therefore, the cooperation between the two countries is facing transformation.
