Since the 21st century,the Indo-pacific region has gradually developed into a dynamic geopolitical region in the world,and the major powers regard the Indo-pacific region as a priority for national strategic development.The United States and India are major powers in the Indo-pacific region and the development of bilateral relations has a profound impact on the security and stability of the region.With the rise of the Indo-pacific concept and the introduction of the Indo-pacific strategy,the U.S.attaches more importance to the strategic position and value of India and the Indian Ocean.The strategic partnership between the U.S.and India has been further consolidated and strengthened,and the maritime security cooperation between two countries has seen new development and change.The United States and India play an important strategic role in China’s diplomatic strategy.The development of maritime security cooperation between the U.S.and India in the Indo-pacific region is directly related to China’s vital interests and strategic layout in the region.In the era of increasingly prominent strategic value in the Indo-pacific region,in-depth study of the maritime cooperation between the U.S.and India in this region is an academic frontier and great academic value issue.This paper takes the U.S.Indo-pacific strategy and U.S.-India strategic interaction as the fundamental framework,we can understand the real roots of the maritime cooperation between the U.S.and India in the Indo-pacific region,focus on the analysis of the essence and influence of the maritime cooperation between the the U.S.and India in the Indo-pacific region,and further explore China’s countermeasures by tracking the evolution of maritime cooperation between the U.S.and India in the Indo-pacific region,The Indo-pacific region has gradually converged into a new geographic composite space with the geopolitical and economic changes caused by the rapid rise of China and India after the 21st century,which playing an increasingly important role in the global geo-strategy.As a new and increasingly popular concept in geopolitics,the term is increasingly used by policy makers,analysts and scholars in regional states and has increasingly evolved into a regional strategic framework for some countries.The Indo-pacific concept and its strategic applications highlight the importance of maritime security in the Indo-pacific region,and a series of maritime security challenges including regional powers strategic conflict,territorial and maritime disputes,armed pirates hijacked,maritime terrorism threats and sudden natural disasters makes maritime security in this area concerned by many countries in the region.The United States remains the world’s sole superpower and the dominant presence in the Indo-pacific region,as well as the main advocate and leader of the Indo-pacific strategy.As a major power in the Indian Ocean region,India is regarded by the United States as a force that cannot be ignored in implementing the Indo-pacific strategy.The formulation and implementation of the U.S.Indo-pacific strategy not only strengthened the strategic interaction between the U.S.and India,but also laid a realistic foundation for further cooperation in maritime security cooperation between the two countries.The maritime security cooperation between the United States and India under the Indo-pacific framework focuses on maritime defense cooperation,naval exchange and cooperation,maritime security order cooperation and maritime non-traditional security cooperation.The United States and India have strong driving forces for maritime security cooperation.These driving forces include the consideration of the America’s own strategic interests,the promotion of bilateral and multilateral mechanisms between the U.S.and India,and the promotion of the common strategic culture between the two countries.Although the United States and India in the field of maritime security cooperation is a success,but there are also potential factors hinder the further deepen bilateral cooperation,including the U.S.and India domestic political system,the two countries strategic interaction and the influence of international and regional levels.The Indo-pacific strategy is a key step for the U.S.to cope with China’s strategic rise.In particular,the further improvement of maritime security cooperation between the U.S.and India has a potential negative impact on China’s maritime environment and national maritime security interests.China should steadily develop normal relations with both countries,make full use of the contradictions between the U.S.and India as a counterweight,comprehensively expand and enhance China’s maritime influence capacity,actively promote multilateral maritime cooperation and governance in Indo-pacific,properly handle maritime disputes in inherent areas,to minimize the negative effects of U.S.-India maritime security cooperation on China.In addition,China,the U.S.and India share common interests in the Indo-pacific region and have a potential for maritime strategic cooperation.The three countries can carry out maritime security cooperation in the Indo-pacific region through the establishment of a trilateral maritime security communication and consultation mechanism,cooperation through bilateral and multilateral maritime security mechanisms,effective alignment of the BRI and Indo-pacific strategies,and the building of an Indo-pacific maritime community with a shared future.This paper draws the following conclusions,First,the strategic interaction between the U.S.and India has been continuously enhanced,especially in the field of Indo-pacific maritime security in the context of the enhanced geographical value of the Indo-pacific and the implementation of the U.S.indo-pacific strategy.Second,,the maritime security cooperation between the U.S.and India under the Indo-pacific strategic framework has been further consolidated and strengthened,and the maritime security cooperation between the two countries has made breakthroughs and substantive achievements in all aspects,at all levels and in all fields.Third,the maritime security cooperation between the U.S.and India under the Indo-pacific strategy is driven by internal and external linkage,which promotes the smooth development of maritime security cooperation between the two countries.Fourth,although the maritime security cooperation between the U.S.and India has been developing steadily under the Indo-pacific strategic situation,there are still many constraints on the maritime security cooperation between the two countries,which to some extent restrict and delay the development of the maritime security cooperation between the two countries.Finally,China is the most direct driving force for maritime security cooperation between the U.S.and India under the Indo-pacific strategic framework.The U.S.-india maritime security cooperation has a profound impact on China’s Indo-pacific maritime security.China needs to take appropriate countermeasures to safeguard maritime security interests in the Indo-pacific region.
