The hub social organizations are emerging in some areas of China in the past decade.This type of social organization is the bridge between the local public authority and various traditional social organizations,and hub social organization is considered to manage and serve social organizations in particular issue areas or territorial areas.It is believed that those hub social organizations sponsored by the public authority will generally represent the interests of the public sector not the nonprofit sector,which is not always true by showing the case study.The study will specifically focus on three research questions: How the state delivers or conveys its will through the hub social organization,and how the social interests can be represented by the hub social organization and then integrated into the public policy making process,and what are the fundamental conditions of hub social organization’s function as state agent and social interests representative?From the research path,this study will use the state-society interactive theory and principal-agent theory,take the A social organization alliance in Shanghai as a case,and focus on state and society’s basic structure and interactive relation.The study uses literature analysis,intensive interviews and questionnaire as research methods.The main contents and conclusions are as follows.The social organization alliance is sponsored by both the local public authority and social forces.The local public authority firstly empowers the social organization alliance as hub by various ways and supplies it with resources at the same time.Then the social organization alliance coordinates by implementing various tasks from local authority agencies,and finally state’s shape of society has been achieved.After its founding,the social organization alliance builds up its reputation by serving its member institutions,and then gradually changes the conception of the general public and finally influences the public policy making by representing the interests of various social organizations.In the past decade,the role of social organization alliance is changing from the sole state agent to dual agent,and the basic conditions include: a)the leader with good habit,rich social capital in various fields,b)some platforms built for democratic governance,communication and action,c)charity culture cultivated and promoted by the government,social organizations and professionals;and also d)the balanced tactics when dealing with the tense and conflict between the state and society.The research findings are a)the state shapes and promotes the development of the social organizations through the hub social organizations,with the scientific organizational chart,improved platforms and vague empowerment;b)the social organization alliance becomes the representative of various social organizations by improving the ability of collective action,changing the government’s perception on social organizations,and influencing the pubic regime;c)hub social organization functions as dual agent,which requires the power and recognition from both the state and society.The research innovative points include a)from the basic structure of state and society,a new and constructive social organization is emerging,which is different from the traditional social organization and GONGO,and functions as the bridge between the public authority and social organizations;b)hub social organization’s dual agent role comes into being thanks to the compatible needs of state and society;c)the constructive hub social organization,which is different from spontaneous hub social organization and absorptive hub social organization,functions as integration,coordination and representation.
