Socialist International is an international organization of political parties in the world that advocates democratic socialism.It was founded in 1951 and has undergone many transitions and adjustments in the program and organization in the later historical development.It has gradually become an international political party organization with great influence on the international community.Every major adjustment of the Socialist International is not only a reflection of major changes in the international situation,but in turn,it has greater impacts on the international configuration and international situation,especially for political parties and groups that believe in democratic socialism.The drastic changes in the Soviet Union and Eastern Europe were one of the important events in the history of the 20 th century and the beginning of the fall of the world socialist movement.This has had a tremendous impact on the political parties that believe in democratic socialism and the international organization,the Socialist International.The outbreak of the "9.11 Incident" in 2001 and the worldwide financial crisis that began in the United States in 2008 are also major international events affecting the changes of the contemporary world.They have had a major impact on the Socialist International and its democratic socialist parties and trends of thought.This paper attempts to systematically study and analyze the Socialist International since the disintegration of the Soviet Union from the three dimensions of organizational structure,program theory,policy and practice,revealing the historical process of its development and changes over the past 30 years,and the content and characteristics of development changes.And make certain prospects for its development law and future trends.As the base of the democratic socialist movement,the development of socialist international in theory and practice represents the latest development of the democratic socialist movement.After the drastic changes in the Soviet Union and Eastern Europe,the world socialist movement fell into a trough,and democratic socialism has been criticized.In order to adapt to the development of globalization,the Socialist International has adjusted its theory and practice.After a period of theoretical and practical adjustments,democratic socialism has once again ushered in new development."The third way" is one of the important signs of the development of democratic socialism in theory and practice in this period.In the case of world socialism falling into a trough,how does the Socialist International implement change in theory and practice and how to help democratic socialist parties get out of the valley to make a "pink trend" in Europe? That is a question to be answered in this article.Since the beginning of the 21 st century,the problem of globalization has become increasingly prominent.In the process of dealing with the globalization issue,the Socialist International put forward the theory of "global governance",but due to the nature of its own positioning,the theory and practice of the "global governance" of the Socialist International No substantive results have been achieved.The outbreak of the 2008 financial crisis marked the bankruptcy of Western neoliberalism,which provided a historical opportunity for the left-wing development of the Socialist International Representative,but unfortunately,for various reasons,the Socialist International should be welcoming development opportunities.However,it has fallen into a split.How to understand this phenomenon of the Socialist International is also an urgent question to be answered in this article.To this end,this article takes the Socialist International as the research object,and focuses on the organizational changes,theoretical innovations and practice adjustments of the Socialist International after the drastic changes in the Soviet Union and Eastern Europe,and through the adjustment of the socialist international organization in the organization,program and practice since the drastic changes in the Soviet Union and Eastern Europe.The Socialist International conducts research to reveal the historical evolution of the theory and practice of the world’s political parties since the upheaval of the Soviet Union,in order to realize the re-understanding of the theory and practice of democratic socialism.This paper adopts the research ideas of vertical and horizontal cross,and divides the changes of the Socialist International after the Soviet Union and Eastern Europe into three areas: organization,theory and practice.At the same time,according to the historical tasks of each field in different periods of globalization,each field will be transformed.It is divided into three different periods since the 1990 s,the beginning of the 21 st century,and since the financial crisis in 2008.Through the comprehensive research on the development of different areas of the Socialist International in different periods,so we can realize the overall development of this organization for more than 30 years.In the process of organizational reform of the Socialist International,the article introduces the changes in organizational structure in detail in the historical encounters of the Socialist International in different periods after the Soviet Union and Eastern Europe.Since the Second World War,due to the influence of the Soviet Union,the Socialist International has had little impact on Central and Eastern Europe and the Asia-Pacific region.After the collapse of the Soviet Union,strengthening the influence on this region became an inevitable requirement.In this context,in order to expand the influence in this region,the Socialist International revised its organizational charter,re-established the observer party,and set up a series of regional committees and special committees to strengthen the impact on the region.Since the beginning of the 21 st century,with the accumulation of globalization issues,the Socialist International has proposed the concept of "global governance" to cope with this problem.In order to adapt to the changes in the international governance of the Socialist Party,the Socialist International has established the "Global Progress Committee" and further improved the Socialist International.Various committees and subordinate organizations were perfected to effectively solve the problem of globalization.With the outbreak of the global financial crisis in 2008,the socialist international renewed its organizational structure and set up a committee on global financial problems to solve the financial crisis.Through the combing and analysis of the history of organizational changes in the socialist international period,we can see the organizational development of the Socialist International in the past 30 years after the drastic changes in the Soviet Union,which has important practical significance for understanding the working mode of the Socialist International.Since the ups and downs of the Soviet Union and Eastern Europe,the world situation has been turbulent,and social reality has faced many challenges.The traditional democratic socialist theory cannot solve these problems.In the face of this complicated world situation and realistic challenges,the Socialist International combines the tasks of different historical stages in the context of globalization,and responds to changes in reality through theoretical adjustments.These theories strongly respond to problems at different historical stages and further promote the spreading of democratic socialism theory.In the 1990 s,in the face of the troubles caused by the disintegration of the Soviet Union,the Socialist International suffered setbacks in adhering to the traditional democratic socialist theory,which forced the Socialist International to carry out theoretical innovations and changed its guiding ideology from democratic socialism to social democracy,from the traditional state intervention economy to the national and market,from the negative welfare to the active welfare,especially the "third way" of the democratic socialist political parties in Western Europe which has attracted worldwide attention.With the outbreak of the "9.11 incident" and the growing problems of globalization,the "unilateralism" foreign policy led by the United States has seriously threatened world peace and security,and non-traditional security has increasingly become a factor threatening people’s lives.Under this circumstance,the Socialist International has a clear-cut opposition to unilateralism,advocates multilateralism,safeguards world peace and security,proposes the theory of "global governance",and renews the basic principles of the Socialist Party to systematically solve the problem of globalization.Since the financial crisis broke out in 2008,coping with the financial crisis has become an important task for the socialist international during this period.Facing the worldwide impact of the financial crisis,the socialist international actively held various meetings to understand the causes of the crisis and put forward its own solutions from the perspective of the socialist international.The Socialist International believes that it is necessary to strengthen the global supervision of financial markets and financial systems.At the same time,it requires all regions,nations,and regions of the world to strengthen unity and jointly meet challenges through the basic values of solidarity and mutual assistance.In the face of the organizational and theoretical innovation of the Socialist International,it is necessary for the Socialist International to consistently adjust through practice.According to the scope of the Socialist International Practice,this paper intends to divide it into global practice and regional practice.Among them,the global practice is mainly manifested in the practice activities of its special committees,and the regional practice is mainly manifested in the activities of its regional committees.Of course,there are overlapping parts between the two,in addition to the Socialist International and its subordinates various practical activities of other organizations.In the 1990 s,local conflicts around the world came one after another,seriously threatening world peace.The Socialist International Conference held a resolution on peace issues,dispatched various delegations to resolve regional conflicts,and advocated the settlement of disputes through democratic means.This constitutes the 20 th century important practice activities of the Socialist International in the 1990 s.In terms of regional practice,in order to strengthen the influence on the former Central and Eastern Europe and the Asia-Pacific region,the Socialist International promotes the development of this region through political democratization and economic liberalization,strengthens European integration,and actively promotes the integration of East and West.Since the beginning of the 21 st century,due to the Bush administration’s "unilateralism" foreign policy has seriously affected world peace,the Socialist International has based on human rights and advocated intervening in disputes within the nation-state and between the nation-states,while advocating the maintenance of peace while affecting At the same time,the process of globalization and development of the world has seriously affected the development of the world.The Socialist International has taken global economic governance as a starting point and is looking forward to building a new political and economic order in the process of solving problems.This has become the main activity of the Socialist International in this stage.Since the outbreak of the financial crisis,the response to the financial crisis has become the main activity of the Socialist International.The financial crisis,especially the outbreak of the European debt crisis,has triggered the rise of nationalist,populist and xenophobic forces in Europe,which has seriously affected the process of European integration.Therefore,strengthening the socialist party’s international solidarity and mutual assistance to cope with these problems has become an important practical activity of the Socialist International during this period.It can be seen that the practice activities of the Socialist International are constantly adjusted according to the objective development of the world.However,due to the limited nature of the Socialist Party,many of the practical activities of the Socialist International are not very effective,and even suffered huge setbacks since the financial crisis.How to understand the changes of the Socialist International since the ups and downs of the Soviet Union and Eastern Europe,this paper makes a specific evaluation of these changes from the standpoints,viewpoints and methods of Marxism.In terms of organizational change,this paper believes that the organizational change of the Socialist International is not the purpose of the Socialist International.It is its ultimate goal to strengthen the influence of the Socialist International on the whole world through organizational reform.In terms of theoretical innovation,this paper believes that although the Socialist International advertises theoretical innovations,it has found from its program literature that democratic socialism,as the guiding ideology of the Socialist Party,has not undergone qualitative changes in its essence,only in the global globalization of the economy and the new technological revolution,under the impact of this,give a new understanding of democratic socialism.In terms of practical adjustment,this paper believes that the Socialist International has adjusted through practice to meet the requirements of the development of the times,which further spreads and strengthens the global influence of the socialist international and democratic socialist parties.Since the outbreak of the financial crisis,the economic development of Western countries has faced many difficulties,the economic recovery is stagnant,the momentum of economic development is insufficient,and the trend of counter-globalization has emerged.To a certain extent,the trend of counter-globalization reflects the emergence of a global political and economic order dominated by the United States,and it is urgent to build a new political and economic order.At the same time,the nationalism,populism,and trade protectionism forces generated under the trend of counter-globalization have had an important negative impact on the Socialist International.Populist forces have slogans against the existing system and against elite democracy to cater to the general public due to the financial crisis.The uneasiness of the past has caused many traditional dilemmas in the capitalist countries to face many difficulties.In the wake of the traditional political party structure,some anti-institutional parties have emerged,and the western traditional political party structure has shown some new features.Faced with the impact of nationalism,populism,trade protectionism and other forces on the socialist party and the democratic socialist parties in the world,the Socialist International has shifted to the left in the political spectrum.This period advocates strengthening the values of democracy,equality,solidarity and so on.From the change of this political party pattern and the shift of political spectrum,it reflects the future development trend of the socialist international and democratic socialist parties.The changes of the Socialist International after the drastic changes in the Soviet Union and Eastern Europe indicate the new development of democratic socialism in this period.Under this circumstance,combined with the changes in party politics after the financial crisis and the general public’s cognition of party politics,the characteristics of the theory,organization and practice of the Socialist International since the upheaval of the Soviet Union and Eastern Europe were sorted out,to put forward the simplest prejudge for the future of Socialist International.All this has both important theoretical and practical significance for deepening the understanding of social democracy.
