The Study On The Organization System And Social Governance About Changzhou Chamber Of Commerce (1905-1937)

The Chamber of Commerce was a social organization having relatively far-reaching influences in modern Chinese society.In 1905,Changzhou Chamber of Commerce was established based on the tenet of "connecting with business conditions,protecting business,opening up commercial wisdom,maintaining public welfare,connecting the preceding and the following",and became an intermediary organization for the communication between the government and the industrial&commercial groups.On the one hand,it maintained the benefits of industrial and commercial groups;and on the other hand,it practiced the industrial and commercial groups' responsibility of social governance,making Changzhou,a non-treaty port,become one of Chinese national industrial and commercial bases in modern times.This paper takes organizational sociology theory as framework structure,and carries out microscopic analysis on Changzhou Chamber of Commerce from 1905 to 1937 by excavating the local literature materials of Changzhou in modern times.With the changing situation,the Changzhou chamber of commerce organization system had many changes The operation,evolution and intrinsic perfection of Changzhou Chamber of Commerce organization in modern times.Firstly,the Chamber of Commerce and local industrialization,explored that during the industrialization process of Changzhou,a non-treaty port,the Chamber of Commerce excavates the potentials of industrial and commercial groups,and promotes the industrialization of local society.Secondly,the Chamber of Commerce,as a representative of industrial and commercial groups' benefits,expresses demands,participates in local politics,in order to explore the interaction of the Chamber of Commerce with local government and other groups.Thirdly,the enlightenment of the Chamber of Commerce and commercial wisdom,and the attempt of industrial and commercial groups for self improvement In this process,the development of industry and commerce further promotes the integration of the industrial and commercial groups in Changzhou.Finally,the charity and commonweal undertaken by the Chamber of Commerce wad to cultivate the social responsibility of industrial and commercial groups.In modern times,based on the tenet of maintaining commonweal,Changzhou Chamber of Commerce played the role of industrial organization's self governance and self-discipline,and implements the social responsibility to cultivate industrial and commercial groups.This not only embodied the continuing and development of Changzhou tradition of social self-governance,but also changed the closure of traditional guide,making its charity and commonweal undertaking became more inclusive and public.As an intermediary organization for communication between the government and industrial&commercial groups,Chamber of Commerce is an important organization for cultivating social self-governance in modern Chinese society.It is a systematic project for the Chamber of Commerce to construct an orderly and healthy social governance system,and this requires the system regulation and improvement at national level,the propaganda of social public opinions,the proposal on and practice of self-governance and self-discipline of industrial association,the enhancement of industrial and commercial groups' quality and ability,and even the whole society's common efforts.Only in this way,could we promote the healthy and orderly development of industrial and commercial groups,and thus promote the harmonious development of the society.
