| At8:30on December17,2011, the DPRK leader Kim Jong Ⅱ died of illness at the age of69years. Because of the Cold War, domestic natural disasters,etc, the governing of Kim Jong Ⅱ became the hard and important period that related with the survival of the North Korean regime. Kim Jong Ⅱ became the general secretary of the WPK in October of1997when Kim Ⅱ Sung had died for3years, but he had been the the supreme commander of the Korean People’Army in December,1997, and became the chairman of the defense committee in April,1993. It is considered that Kim Jong Ⅱ was the most important leader since the early1990s. Meanwhile, Kim Jong II, as the most influential politician in the North East Asia after the Cold War, directly involved the progress of constructing the peace of Korean Peninsula and the new order of the North East Asia, which brung an un-ignored impact on the region. The death of Kim Jong Ⅱ means that the end of an era on the Korean history. The article focuses on the economic policy of North Korea, focusing on the end of the Cold War until the early2010s period, which happens to coincide with Kim Jong Ⅱ basic reign.The issue of Korean Peninsula which focuses on the national and ethnic divisions, is the product of the East-West Cold War. The internal and external conditions the Korean economy relied on are completely different. During the Cold War, the North Korean Government has stressed the importance of "independent national economy", but to a great extent, it still depends on the bloc aid of Soviet-led socialist. The friendly prices and export markets provided by the socialist camp are the fundamental conditions which make the North Korean economy cycle during the Cold War.With the end of cold war, the former socialist camp interrupted basically, which leads that the relying market of North Korea does not exist. What’s more, with the special geopolitics of North Korea, it is hard for it to join the economic globalization, which leads to the situation of the lack of money, resources, food and material. Under this condition, the North Korea pushes forward the development of nuclear weapons, which makes it isolated from the society and deteriorates its economic situation.Facing the economic plight, the North Korea does not lose its bearing. In the1990s, Kim-II Sung mentioned the building the special economic zones which focus on the opening to the outside world. However, the death of Kim-II Sung stabilizes the process. The successor Kim Jong Ⅱ established the "Songun Politics", and put forward the construction of socialism. With the mind that "power" and "military power" goal has been achieved, North Korea has begun to implement the measures7.1which contends importing the market function, allowing floating prices and wages, expanding enterprise autonomy, which fully embodies the reform idea of Kim Jong Il’s realism. But under the influence of multiple factors at home and abroad, Kim Jong Il’s reform does not succeed, the north korean economy still is in a state depression.Based on the research of its economic policy in the past60years, the author pays high attention on the process of safeguard-stability economic policy, and analysis its effects, influence and trend. What’s more, the author also tries to analysis the relation between the situations of northeastern Asia and economics of North Korea, from which the author points out that the peace and stability of Northeastern Asia, the corporation of countries in this area and the support from countries around do have great influence on the economic policy setting and practicing. |
