Maslow classified human needs into five levels. When one level has been realized, the prospect of realizing a higher level would propel people to go further. With the current development of agriculture, industry and the tertiary industry, there is an inclination of the consumption of culture and arts, which prompts the rising of culture industry. The Art Colonies have caught people's attention with its high density of cultural zones and centers.Based on the author's experiences and educational background, and against the backdrop of the thriving originality industry, this dissertation is written with a view to seeking one seat for arts and artists, and ultimately achieving the win-win situation for both arts and its industry. The Art Colonies proposed in this dissertation is different from the existing patterns of Artists Gathering Zone and Arts Center. Rather, it is a kind of Research-oriented Arts Zone or Public Arts Zone, playing the role of a social organization in the execution of public services, in a friendly interaction with urban ecology, and in the sustainable development of artistic ecology.Through the analysis of some typical Art Colonies both at home and abroad, the author found such problems like profit-driven operation, incomplete functions and incompatible public services in the existing Art Colonies. This dissertation will probe into two social functions of Research-oriented Art Colonies from two perspectives. First, the Colony should be the place for nurturing and protecting artists as well as sustaining artistic ecology. Second, as a part of the entire urban organism, the dissertation will discuss the relationship between the colony and the city, and the relationship between the construction of the colony and the shaping of national image and soft power. The dissertation will lay emphasis on the role the government plays in the construction of the colony and the simulation of the operation mechanism of the Art Colony, including locational choice of the Colony, interior infrastructure construction, entry mechanism for artists and artistic organizations, the operation models of key artistic organizations (referring mainly to gallery), and the building of management team of the Colony.
