A Research On Mechanism Of Rural Eco-civilization Construction Based On Eco-system & Functions Coordination Theory

As multiple pressure increasing in the rural development such as ecological protection and restoration,the living environment regulation and improvement,resource saving and efficiency,rural ecological problem increasingly become the bottleneck of eco-civilization construction in China,so far as to say that ignoring the rural eco-civilization construction will fully drag down the whole process of eco-civilization construction.Based on eco-system & functions coordination theory,this research tries to explore the dilemma of rural eco-civilization construction and the mechanism of rural eco-civilization construction,which taking the Chinese countryside as the research object.From the inter-discipline of eco-civilization construction and management,following the research logic of “systematic cognition-development dilemma-dual coordination-influencing factor-development mechanism”,the research on the mechanism of rural eco-civilization construction is carried out.First of all,by tracing back the historical process of rural development,the research analyzes the rural location under the exogenous development dynamic model and puts forward the connotation as well as time value of the rural eco-civilization construction.Secondly,by drawing on Marxist theory,Ecological philosophy,System theory,Cooperative governance,etc.this research analyzes the framework of eco-system &functions coordination theory that eco-system is the noumenon of nature and environment and resources are the two functions of eco-system which relatives to “human needs”.Thirdly,based on the cognition of“social-ecological” system,the research puts forward the dual coordination model by analyzing the predicament of rural eco-civilization construction under the relationship between man & man as well as man & nature.On one hand,the dilemma of rural eco-civilization construction is the transmission process of the imbalance from man & man to man & nature,which has formed the rural development tendency of “neglecting ecological protection,attaching importance to environmental renovation and resource utilization”.On the other hand,there exists the interaction of “Double-cordination” in the process of rural eco-civilization construction,that is,the coordination at the level of the relationship between man &nature including the coordination of ecology,environment and resources,which is named Coordination1;as well as the coordination at the level of the relationship between man & man including the coordination of the grass-roots government,the autonomous organizations,the economic organizations and the farmers,which is named Coordination 2;system,behavior and culture directly act on the Coordination 2 through “human needs” as a bridge to form the transmission of the Coordination 1.What's more,this research takes Shangshui county as an example,using principal component analysis and coupling coordination model to verify the transmission from Coordination 2 to Coordination 1 and put forward the focal point of rural eco-civilization construction.Finally,according to the eco-system &functions coordination theory and empirical research,this research focuses on the guidance of eco-system protection & functions improvement,thus introducing the design of inventory management system,promoting the green transformation of rural development mode,attaching importance to the dissemination of rural eco-culture and giving full play to the calibration function of evaluation system to regulate the realization way of human needs and to promote the orderly interaction of “Double-coordination”relationship in the process of rural eco-civilization construction.In conclusion,the construction of rural eco-civilization should not only strengthen the eco-system protection and restoration,but also give full play to the advantages of autonomous organizations in the process of multi-participation.In a word,the possible innovation of this research is that it is a tentative study to extend the application scope of eco-system & functions coordination theory to the rural areas with low level of economic and social development.At the theoretical level,the eco-system & functions coordination theory is applied to the research of the rural eco-civilization construction,explaining the coordination relationship among rural eco-system,human environment and natural resources which relatives to human needs,thus forming the guidance of eco-system protection & functions improvement in the progress of rural eco-civilization construction.At the practical level,the eco-system & functions coordination theory is applied to the practice of the rural eco-civilization construction and try to construct a development mechanism with ecological security,social equity,economic growth,environmental improvement,resource efficiency,cultural heritage and other multiple functions through clearly making the focal point of the mechanism improvement in the progress of rural eco-civilization construction at present stage.
