The inconsistent phenomenon of chart, number and site of the subsided cultivated land bycoal mining is quite outstanding in mining area with high groundwater level, so policy of damagedfarmland subtracted losses by coal mining is the most effective way to solve the contradictionbetween people and land under the background of highly overlapped of cropland and coalresources. At present, there is an increasing demand for policy of damaged farmland subtractedlosses by the local governments and enterprises. Necessity analysis of farmland subtracted losses,and information extraction for damaged farmland and ratio of farmland subtracted lossescalculation has a strong technical supporting role in qualitatively and quantificationally solvingwhy and how cropland subtracted losses work should be implemented, and it is the prerequisiteand basis of cropland subtracted losses policy.This study proposed the necessity and feasibility of cultivated land subtracted losses work,and clarified the objectives, principals and mian influence factors for cropland subtracted losses.Methods to preliminarily delimited information extraction and scope of farmland subtracted lossesbased on multisource data, and calculated farmland subtracted losses ratio under the volume of cutand fill balance based on DEM model were brought forward. Set preliminarily standard ofdamaged farmland subtracted losses, and identified measurement methods of scope, area and ratioof farmland subtracted losses. And selected a typical mining area as the case, which proved the thefeasibility of information extraction, and delimited scope of damaged farmland, and its ratiocalculation of subtracted losses.
