The steel industry plays an important role in the national economy,and its development is directly related to the sustainable development of regional economy and ecological environment.China's steel industry is developing rapidly,but also facing a severe development situation and huge environmental pressure,especially in the Beijing-Tianjin-Hebei region.In recent years,all levels of government in China have actively promoted the supply-side structural reform of the steel industry to eliminate inefficient production capacity,inorder to upgrade or replace high-efficiency capacity.Monitoring the production capacity of steel enterprises is necessary to maser the state of production capacity adjustment and to promote the steel industry.At present,the regular monitoring to the production capacity of steel enterprises mainly relies on fixed-point inspection,spot checks and enterpriseself to report data,with high cost,data space-time continuity,subjectivity and other issues.This poses a great challenge to the objective monitoring to the capacity state of steel enterprises.With the rapid development of remote sensing(RS),massive data,abundant remote sensing theory and advanced RS technology make remote sensing play an important role in Earth observation.In the study of monitoring steel enterprises,RS-based researches have been focused on the following areas: Based on high-resolution optical RS images and drone RS images,the key production equipment is identified to monitor the illegal behavior of enterprises;the land surface temperature retrieved by TIRS images can tracke temperature anomalies caused by industrial thermal heat emissions,and analyze the island heat effect;In recent years,deep learning algorithms have been used to extract information of construction,production equipment and logistics in high-resolution RS images to explore quantitatively assess the economic development of the industry.Therefore,based on RS detection and evaluation of characterization elements of production capacity,the RS monitoring is a weak part in the reasarch of monitor.Although the steelmaking process is diverse and complex,each production link has its own characterization elements,such as material piles,blast furnare,dust collecters,somg and heat emission,which is related with production capaticy and named as characterization elements of production capacity.At the same time,these differences of the characterization elements of production capacity are beneficial to accurate extraction by optical RS and TIRS methods.Based on 30 steel enterprises in Beijing-Tianjin-Hebei region,combining optical RS and TIRS data and technology,from the perspective of quantitative analysis of the RS characteristic elements of production capacity,this paper puts forward a method of monitoring the production capacity of steel enterprises with optical and RS coordination,analyzes the state of de-capacity and reasons,for a supporting decision-making.Main researches and results including:(1)The extraction and analysis of the characteristic elements of production capacity based on optical RS.For elements extraction,based on GF-2 data and Google images,the visual interpretation method is suitable for no\have material pile,the pile area and smog,and the target recognition method based on the Faster R-CNN network model is fast and accurate to the pile,blast furnace and dust collector.And the characterization of the elements is checked by real data.(2)The extraction and analysis of the capacity RS characteristic elements based on TIRS.For elements extraction,based on the LST data retrieved from Landsat 8TIRS and the heat island effect in the main production area,heat island intensity index for an iron and steel factory(ISHII)and the heat island radio index for an iron and steel factory(ISHRI)are constructed,and the characterization level of the elements is checked.At the same time,in order to remove the seasonal effect in the ISHII,the seasonal component separation method(STR)is introduced,the ISHII seasonal component discomposition model based on the STR method is constructed,and the ISHII data on the time series is decomposed into three parts.Seasonality showed that the effect of seasonal factors on ISHII with strongest fluctuations in winter,the weakest in summer,the flat spring and autumn,the trend is consistent with the trend of production capacity adjustment,the random is positively correlated with the increase or de-capacity.The capacity of characterization is increased by at least 30%.(3)A quantitative monitoring method for the production capacity status of steel enterprises in collaboration with optical RS and TIRS is proposed.Based on the RS characteristic elements of capacity,the optical RS factor and the thermal factor estimation model are constructed,the RS monitoring model of the production capacity status of steel enterprises is constructed,and a RS monitoring index(PSI)of the capacity status is proposed and a RS judging standard of the capacity status.(4)Analysis of the changes in the production capacity of key steel enterprises in Beijing-Tianjin-Hebei.With of PSI from 2013 to2017,production capacity change characteristics of the 30 key steel enterprises of changes puts forward targeted recommendations.For the de-capacity situation in the Beijing-Tianjin-Hebei region in recent years,from the perspectives of different scale enterprises and regions,we put forward that it needs to pay attention to the Tangshan and Wu'an regions of small and medium-sized enterprises and encourage hage-sized enterprises to open international marke.That is benfit to goveronment's decision-making.In summary,this paper puts forward a set of scientific,optical and TIRS coordination of the production capacity of steel enterprises quantitative monitoring methods for the first time.Based on the characteristic elements of the optical RS and TIRS of production capacity,the RS monitoring model for iron and steel enterprises is constructed,with advantages of objective,time-sensitive and universal,which can assist the capacity decision-making of government and is conducive to promoting the sustainable development of steel enterprises,steel industry and environment.
