A SYSTEMS ENGINEERING APPROACH TO THE REDESIGN OF SMALL-SCALE HUMAN DEVELOPMENT INTERVENTION PROGRAMS (EVALUATION, DESIGN METHODOLOGY, SYSTEMS ANALYSIS, PROGRAM DESIGN)

The purpose of this study was to adapt and submit to preliminary test a systems engineering approach to the design-by-analysis of small-scale human development intervention programs. The objective was to select an extant program judged capable of undergoing analysis, and to employ systems design technology to identify ways in which it could undergo redesign so as to maximize its performance capabilities. A segment of Shure and Spivack's (1978) Interpersonal Cognitive Problem-Solving Skills Program was used. A design for the study's execution was developed consisting of a 19-step procedure adapted from the systems design literature. Main phases in the analysis and redesign process included a reconceptualization of the program in systems language, the addition of elements required for systems test, the implementation of two successive test cycles which generate system scores for reliability, time and costs, and the evaluation of the system in preparation for its redesign. Data generated by the two test cycles demonstrated the devised strategy of analysis and redesign to be effective in moving the system in the direction of optimal performance. Major improvements in indices of reliability were achieved without appreciable increase in resources used. The study concluded with an appraisal of the utility of the strategy in the redesign of human service programs. It was concluded that the systems engineering design methodology developed showed considerable merit and potential for further elaboration and development, and that additional research into its applicability to human development intervention program development is warranted.
