Abstract/Summary:
The purpose of this dissertation was to review historical developments and current practices in adult basic education in the U.S. Army to identify trends, problems and issues affecting present activities and to suggest future directions. This was accomplished by identifying the current and past philosophy and purposes of adult basic education as conducted within or for the Army; by developing a historical profile of major literacy and English language program activities; by assessing the program and improvement initiatives in the current setting; and by defining and discussing dominant issues and trends. The study ends with a list of conclusions that may have meaning for the adult education field in general.;The philosophical question of whether Army ABE was rightfully an integral part of military training or, rather, an adult education function in support of military job training was historically traced. Program goals involving military personnel management and human aspirations for education relevant to life experience were also traced. Other issues in the study included use of technology and civilian responsibilities for development of personal literacy prior to enlistment and following in-service ABE activities.;Suggestions for future directions of the program included a broadening of its application to include reserve component soldiers and adult family members of active duty soldiers. It was also suggested that Army adult education re-dedicate itself to the principles and purposes of adult education and communicate through pro-active outreach and exemplary programs, the power and potential of adult learning.;Research included an extensive literature review concentrating on primary sources (Army letters, memoranda, information papers, reports, data compilation and personal documents) during the last ten years of the programs's operation. Field research consisted of twenty-five oral history interviews with key program practitioners, researchers and military staff personnel closely associated with Army ABE. In addition, four visits were made to observe current practices in Fort Bragg, NC; Fort Gordon, GA; Fort Ritchie, MD; and Fort Jackson, SC.
