Abstract/Summary:
This dissertation identifies potential pathways that non-state actors might take to acquire a nuclear capability and asks if current US policy is adequate to prevent such acquisition. Using the cases of two exemplar groups, Aum Shinrikyo and al Qaeda, this dissertation examines the resources each group had in their attempts to acquire a nuclear device. Once a comprehensive understanding of their resources is complete, the pathways each group took to acquire a nuclear device are explored. Based on the findings of the case study, areas where policy could be strengthened are identified and recommendations are made.
