Abstract/Summary:
This study traces the evolution of the Freedom of Information movement to enact open meetings laws from its organized inception in 1946 through 1988. It explores the foundations of a public right to know about government decisions and policies. It provides a historical background of the stages in the FoI movement, the problems of getting laws enacted and the actions taken to cope with the difficulties of gaining access to government meetings. The focus, however, is on the laws themselves, how they have changed, the criticisms and problems with the language and how the provisions have been interpreted.
