Identifying the technological and organizational determinants for developing an e-government adoption model for the Sultanate of Oman civil agencies

Abstract/Summary:
In recent years many countries have implemented e-government initiatives. Local, state and federal agencies around the globe are embracing the e-government initiatives, which can be seen operating practically in all walks of life. The Government of the Sultanate of Oman, through the Internet and the World Wide Web, has an opportunity to hasten the pace and prepare its society to meet the challenges of the 21st century in all sectors of the economy, including the delivery and provision of public services.; The purpose of this research was to identify the technological and the organizational determinants to develop an e-government adoption model appropriate for the Sultanate of Oman's civil agencies. Seven technological and seven organizational determinants were identified as essential for adopting e-government initiatives in the Sultanate of Oman's civil agencies.; This qualitative case study research collected data from face-to-face interviews and focus group meetings with the government agencies' employees. Nine IT professionals, four individuals from senior management level, six individuals representing middle management and six members of the staff participated in this research. In addition, four focus group meeting were conducted with government personnel. The research also used e-government and innovation diffusion literature to obtain a more comprehensive understanding of variables that affect the adoption and diffusion of e-government initiatives.; This research is a valuable and useful resource for researchers and practitioners concerned with the implementation of information technology projects, in general, and e-government initiatives, in particular, for three main reasons. First, the research, through the e-government adoption model, identified essential determinants that can facilitate the adoption and implementation of successful e-government initiatives in a traditional society where an e-business framework has not yet been initiated and where the political, social, economic and cultural environment differs markedly from those countries, which have already implemented e-government initiatives with some success.; Second, the research extended the research of innovation diffusion and examined the applicability of three important characteristics of innovation, namely, relative advantage, compatibility and complexity in the adoption of e-government initiatives in the Sultanate of Oman's civil agencies. Third, the research offered recommendations, which can be used by Oman civil agencies as guidelines to adopt e-government initiatives in their work environment. Other countries can also adopt these recommendations, as some of the technological and organizational determinants are consistent with findings of other e-government initiatives around the world.
