Leadership development involves the development of the inner being of the whole person. Only character carries the most long-term effect. Leadership development is basically the development of leadership character.; Therefore, a comprehensive approach, which takes into consideration the multi-dimensional needs of human development, is adopted in developing leaders. In responding to the spiritual, social, intellectual and experiential needs for leaders development, plans will be developed in the four dimensions, namely the "worship" dimension, the "warmth" dimension, the "Word" dimension, and the "work" dimension, at the same time. These dimensions not only correspond to the D-I-S-C personality profiles, the balance of these four dimensions also promise for perpetuating success of the organizational culture.; I am also arguing that disciples making is the most effective way to develop leader. It not only can easily integrate the different dimensions of needs for leadership development, it also initiates the powerful chain reaction of people development by means of multiplication. It is the most promising way to expand the Kingdom of God.; In order to facilitate the disciple making process, the whole church must be involved. As leaders need multi-dimensional inputs to grow healthily, plans are developed in the church in all four dimensions to provide adequate environment and resources to nurture spiritual leaders.; The paper is divided into three parts. The first part offers a general profile of the context. It includes a spiritual mapping of Hong Kong and a general description of the youths here today. The setting and growth history of the church will also be given to reveal the status quo of leadership development in the church.; The second part focuses on the Biblical foundations for leadership development. The Beatitudes and the Pastoral Epistles will be used as Biblical foundations to prescribe the most crucial leaders' qualities. Special attentions are given to Pentecostal theology in relation to leadership development and Jesus' disciples making method.; The third part offers implementation strategy to develop leaders in our church. The strategy includes cultivating a balanced corporate culture in the church to facilitate healthy spiritual growth through environment reengineering.
