Preventing complex emergencies: The Framework for Coordination, a United Nations process

Abstract/Summary:
This study describes the rationale, strategy, and development of a United Nations based system for recognizing and responding to complex emergencies--the Framework for Coordination. It also suggests a way by which the UN can improve its preventive response capability. The study examines the effects and causes of complex emergencies, and reviews four cases where the humanitarian results were so devastating that UN backed military intervention was required.; By tracing the march of humanity toward a more humane world, the case is argued for an international imperative to prevent complex emergencies. This imperative is a result of changing international norms that are increasingly recognizing and respecting individual rights. The argument is enhanced by a growing global economy, flourishing international interdependence, proliferation of international organizations, and a general weakening of the principle of sovereignty.; The focus of this study is on the role of the Framework for Coordination in recognizing those events that may eventually cause complex emergencies, and reacting in a preventive manner. The perspective is from a working participant in the Framework development process. A subsequent evaluation of the Framework's effectiveness shows that as a coordination tool the Framework enjoyed a measure of success. However, it did not fare so well in its capacity to formulate preventive measures for potential emergencies.; The study concludes by suggesting means of improving the UN's capacity to recognize and prevent emergencies. The proposal calls for a specially designated unit attached to the recently established Executive Committee for Peace and Security within the UN Secretariat. This Prevention Assessment Unit would focus on potential emergencies and be accountable for carrying out a process to ensure consideration of an international preventive strategy.
