European Union's Petersberg tasks in international crisis management (Spanish text)

Abstract/Summary:
Within the context of the Common Foreign and Security Policy, the European Union is developing a Common Security and Defence Policy, covering all questions relating to its security, including crisis management tasks. These new operations are a civil and military nature.; Only military operations are called Petersberg tasks. In fact, the Cologne European Council meeting in June 1999 placed crisis management tasks (known as the "Petersberg tasks") at the core of the process of strengthening the Common Foreign and Security Policy. These crisis management tasks include humanitarian and rescue tasks, peacekeeping tasks and tasks of combat-force in crisis management, including peacemaking. However, in international context, these kinds of missions are developed not only by military operations but civil ones, too.; European Union's Petersberg tasks are included the formulation of a set of crisis management concepts and procedures. The European Union has also concluded arrangements for the consultation and participation of third countries in crisis management. But all those processes haven't been reflected in the European Union Treaty. This fact cause a fault of transparency and coherence in the European Union's international participation.; Finally, the Treaty establishing a Constitution for Europe set up Petersberg tasks updated, so these operations will have a civil or military nature but a civil-military one, too.
