Measuring and managing organizational learning within the United States land management system will lend guidance to governmental agencies as policies related to land management are created, adapted, and improved. This research draws upon the literature on systems thinking, double-loop learning, and organizational metrics. In this study, a simple LPC-Metric was established, collected, and analyzed from 1821 to 2005. The LPC-Metric is the annual ratio of the number of land patent judicial decisions relative to the number of judicial decisions involving either land patents or condemnations. Using multiple regression and time series analyses the data suggest the number of judicial decisions involving land patents when compared to the number of judicial decisions involving condemnation actions are related. The LPC-Metric offers a measure of double-loop learning. Further research, however, will be required to determine the LPC-Metric's utility and application. |
