Since the reform and opening up,the economic and social development of Inner Mongolia Autonomous Region has reached remarkable achievements,however,the achievements of economic growth have not been effectively and fairly shared among urban and rural social groups.In 2017,the per capital income difference of urban and rural residents in Inner Mongolia is still higher than the national average of 0.12.The urban-rural imbalance and income gap are still large.Urban-rural income distribution is a social equity issue and an economic structural issue.To achieve inclusive,shared and sustained economic growth in the process of industrial restructuring is a prerequisite for fundamentally solving urban and rural income inequality.In the context of the new economic normal,how to promote the optimization and upgrading of industrial structure and achieve the dual goals of steady growth and fairness is a major issue that Inner Mongolia must deal with in the final stage of building a moderately prosperous society.To this end,based on the existing research,this paper analyzes the mechanism of industrial structure affecting urban-rural income gap,examines the evolution characteristics and the relationship between industrial structure and urban-rural income gap in Inner Mongolia,and empirically examines the effect of the evolution of industrial structure on the urban-rural income gap in Inner Mongolia,and table an industrial structure optimization policy proposal to promote the continuous convergence of the urban-rural income gap in Inner Mongolia.Firstly,on the basis of systematically reviewing the theoretical system and research status of the impact of industrial structure evolution on urban-rural income gap,through analysing the theoretical model and the effect path of industrial structure evolution on urban-rural income gap,this paper explain the impact mechanism of industrial structure evolution on urban-rural income gap.The industry heterogeneity is the basic factor affecting the urban-rural income distribution.In the process of industrial structure evolution,whether it is vertical or horizontal evolution,it is ultimately by changing the allocation and distribution of capital,labor,technology and other factors between urban and rural areas,to lead the corresponding changes in urban and rural income distributionSecondly,along the historical context of the evolution of Inner Mongolia's industrial structure and the change of urban-rural income gap,aiming at four different historical periods,reform and opening up promote better urban-rural relationship(1978-1984),the focus shift of reform from rural to urban areas leads to urban-rural re-separation(1985-2003),coordinated urban-rural strategy drive better urban-rural relations(2004-2012),overall development of urban and rural areas in the context of building a moderately prosperous society(2013-2017),the historical analysis method was used to visually examine the evolution of the industrial structure and urban-rural income gap in Inner Mongolia and the relationship between them.The results show that the economic development achievements caused by the industrial structure evolution have not been fully shared in the urban-rural income distribution,the income distribution function of industrial structure adjustment has not been well played,and in recent years it tends to weaken again,the bottleneck of the industrial structure faced in the process of continuously narrowing the urban-rural income gap is becoming increasingly apparent.Thirdly,this article empirically analyzes the impact of industrial structure evolution on urban-rural income gap from both vertical and horizontal perspectives.From a vertical perspective,there is a long-term equilibrium relationship between the industrial structure evolution and the urban-rural income gap in Inner Mongolia,rationalization of industrial structure promotes convergence of urban-rural income gap,however the advanced industrial structure has increased the urban-rural income inequality.In the process of industrial structure evolution,the rationalization of industrial structure and the advanced industrial structure are obviously out of touch and lack of due interaction.From the horizontal perspective,the phenomenon of industrial isomorphism exists in Inner Mongolia League cities,and the degree of convergence is gradually increasing.There is a long-term co-integration relationship between industrial structure isomorphism and urban-rural income distribution in Inner Mongolia,they are Granger causality.Industrial structure isomorphism inhibits the convergence of income gap between urban and rural residents,however,the expansion of the urban-rural income gap in turn strengthens the isomorphism of regional industrial structures.Finally,the paper proposes the policy recommendations for optimizing the industrial structure of the urban-rural income gap in Inner Mongolia from four aspects under the new economic normality:strengthen the modernization of agriculture and animal husbandry,and narrow the urban-rural income gap in improving the quality and efficiency of agriculture and animal husbandry;promote the development of new industrialization and narrow the urban-rural income gap in the labor transfer;optimizing the industrial layout and narrowing the urban-rural income gap between the regional coordinated development;cooperatively promote the rural revitalization strategy and new urbanization,and narrow the urban-rural income gap in urban and rural integrated development.
