In academic research,technological innovation and educational practice,scientific data management is an active and continuous management activity that runs through the data life cycle.Scientific,effective and reasonable data management can standardize the process and behavior of agricultural scientific data resource management,ensure the safe storage of scientific data,enhance the value of data,realize the sharing and reuse of data,and help promote agricultural scientific and technological innovation and social economy development of.At present,massive amounts of agricultural scientific data are usually scattered in various units or scientific research teams,and data resources are difficult to share among different scientific research groups;management departments have not yet formed an effective convergence mechanism,so it is difficult for agricultural scientific data in different disciplines to be shared.Convergence,the associated value between data is also difficult to be exploited.In summary,there is an urgent need to build a unified and standardized model for the whole-process management and protection of agricultural scientific data to solve data management and protection problems in production,remittance,organizational integration,secure storage,and shared reuse.This research takes the data life cycle theory as an important support and is guided by the management and protection of agricultural scientific data.Through scientific research methods such as bibliometric analysis and data policy qualitative analysis,we understand the current status of scientific data management and protection.It summarizes the problems that arise in the process of scientific data management and protection,summarizes the needs of data users in the process of scientific data management,and summarizes the main content of the data management policy.On the basis of careful combing and summary,based on the data life cycle theory and learning from the DCC model,an innovative agricultural scientific data management model based on the life cycle theory is proposed.The model is proposed for agricultural scientific data.Management and protection practice provides a theoretical framework and application guidelines.The core of the DCC model is for scientific research activities,and the whole-process management and protection model of agricultural scientific data is for the management of scientific data.The process of the DCC-based agricultural scientific data full-process management model includes the full life cycle of data creation,collection,evaluation,selection,submission,protection,storage,utilization,and conversion.The process model is refined to 13 and divided into Early stage-middle stage-late stage: the early stage includes analyzing national policies,formulating data management and protection plans,conducting demand surveys on data users,and designing management and protection plans;the mid-term includes data collection and submission,organization and storage;the later includes data backup,analysis and utilization,Organically integrate new scientific data.The process model focuses on the management of each stage of the data based on the life cycle,which greatly enriches the management and protection of agricultural scientific data.The results of this study show that agricultural scientific data is a dynamic information resource,and the process of every data management and protection is dynamic,thus reflecting the basic characteristics of the full life cycle of scientific data.Data management based on the life cycle needs to be compatible with scientific research projects from raw data to intermediate data to the final research results.Based on the above research,this article proposes the Chinese Academy of Agricultural Sciences,which consists of six modules,including the division of responsibilities,the collection and management of agricultural scientific data,the collection and management of scientific research output-related data,the open sharing of data,the guarantee mechanism,and data security.The scientific data management and protection system and the whole-process management and protection model of agricultural scientific data have been verified in the empirical research conducted by the Chinese Academy of Agricultural Sciences.This research innovatively proposes a life cycle-based full-process management and protection model for agricultural scientific data.Compared with the DCC model,the process is more detailed and the management responsibilities of each link are clearer.The embedded theory is applied,and elements such as scientific research projects,researchers,and data management platforms are embedded in the management and protection model;based on the life cycle theory,the management and protection process is enriched,and the data collection,collection and organization of the management and protection of agricultural scientific data are covered.The whole process of integration,safe storage,sharing and reuse has strong theoretical and application value for the management and protection of agricultural scientific data.
