Industry-University-Research Collaboration Policy(1985-2015)of Liaoning Province

The Industry-University-Research Collaboration is a significant means to accelerate technological innovation of enterprises,while it is as well an important component of establishing national system of technological innovation.Industry-University-Research Collaboration policy is the guideline for Industry-University-Research Collaboration,pla ying a leading and guiding role in promoting Industry-University-Research Collaboratio n.Liaoning Province which is a large province of industry,education,science and tec hnology,has a good basis for Industry-University-Research Collaboration.However,fac ing the economic new normal,the downward pressure on the economy of Liaoning Pr ovince continues to increase.Slow industrial restructuring and insufficient drives for sc ience and technology innovation are still prominent.These problems are related to Ind ustry-University-Research Collaboration policy.Therefore,taking Industry-University-Res earch Collaboration policy in Liaoning Province as study object,this paper provides i mprovement basis for this policy by analyzing the basic law of it.Based on summarizing the previous research results,this paper uses Cooperative I nnovation Theory and Policy Instrument Theory,as well as the method of analysis of public policy content and social network analysis to conduct an evaluation of the perf ormance of Industry-University-Research Collaboration policy in Liaoning through Indu stry-University-Research Collaboration performance evaluation system.The evaluation r esults show that there is a gap between Industry-University-Research Collaboration dev elopment and Industry-University-Research Collaboration policy in Liaoning Province,a nd then Industry-University-Research Collaboration policy in Liaoning Province is studi ed emphatically.The main contents of this paper include:Firstly,it analyzes the main body network structure of Industry-University-Researc h Collaboration in Liaoning Province.Then it systematically studies the policy issuing main body composition,the network structure characteristics of the policy joint issuin g main bodies and the correlation of the policy issuing main body and policy subject terns.And it has found that the policy is characterized by strong authoritativeness and weak coordination,and the main network structure of the cooperation has great opti mization space.And it analyzes the policy instument of this policy.Secondly,this paper constructs three-dimensional analysis framework of Industry-U niversity-Research Collaboration policy instruments,and analyzes the characteristics of the policy instrument of Industry-University-Research Collaboration policy.Finally,it is found that the supply,demand and environment policy instruments of the policy are not balanced.In the basic research stage of Scientific and Technological activity style,it lacks effective policy instrument.The use of policy instrument is not balanced in r esults transformation stage.Policy instrument is not fully used in primary industry and tertiary industry in terms of role area.Thirdly,it mines the content of Industry-University-Research Collaboration policy.Through the extraction of keywords of the policy texts and the analysis of keywords,network and policy structure,it has found that the acting point of content of the polic y is balanced,but objectives,objects,structure of measures of policy are not reasonab le enough.Fourthly,this paper offers the path for Liaoning Province's Industry-University-Res earch Collaboration policy improvement.In the first place,the cooperation mechanism between policy main bodies should be established.Focuses should be placed on the c ollaboration between the Industry-University-Research Collaboration policy issuing main bodies and the definition of responsibilities of policy issuing main bodies.Secondly,using policy instruments scientifically and reasonably,valuing the combination and use s of multiple efficient policy instrument;thirdly,strengthening the guiding role of the different stages and industrial areas in research of the Industry-University-Research Col laboration policies;In addition,the Industry-University-Research Collaboration policy st ructure needs to be optimized,which can specifically start from building the Industry-University-Research Collaboration policy target system,expanding the scope of Industr y-University-Research Collaboration policy objects,enriching Industry-University-Resear ch Collaboration policy means and other aspects.Finally,strengthening the policy supp ort for various elements of Industry-University-Research Collaboration,and ultimately c onstructing a complete Industry-University-Research Collaboration policy system and gu aranteeing long-term and stable development of the Industry-University-Research Collab oration.
