"Industry-university-research cooperation(IURC)" is increasingly regarded as the key part of Chinese science and technology innovation system under the new normal condition of Chinese economy as well as the new theme of technological innovation.IURC has made great progress over the last several years in China.However,because of the huge diversities in economic environment,scientific resources and the development level between different regions,the relation between IURC and the government has become complex and multidimensional.In addition,the current economic transition puts forward the higher requirements,based on which the IURC has not reached the expectation target.Due to the fact that there is no clear and identical understanding of the influencing factors,mechanisms,operation and development of IURC,it is difficult for policymakers to propose the corresponding countermeasures.Therefore,how to improve the efficiency of cooperation,optimize the cooperation path,and formulate reasonable and effective evaluation indicators,has become the theoretical research issues as well as an empirical question.The aim of this paper is to enhance the efficiency of IURC.The key restricting factors has been extracted as the cooperation relation by analyzing the causes influencing the efficiency of IURC.Starting from the cooperation relation analysis,the research work is carried out from aspects of information production,transmission and flow.In respect of information production,the symbiotic network model of IURC was designed from the relation among all kinds of subjects,subjects and environment in the network.A type of small world network model was elaborated in view of the characteristics of information flowing and transmission,followed by the small world network dynamic mechanism model,which was proposed by simulating the selection mechanism of partners and pave a new path for IURC.Firstly,the development trend of IURC was presented considering the cooperation facts and five key influence factors of IURC were identified by statistics analysis.Starting from the cooperation efficiency,the evaluation items of the influence factors were analyzed one by one,from which the structural equation model was designed,whose parameters were verified by the empirical data.In addition,the correlation,influence items,load coefficient and the effect of aforementioned five key factors were analyzed empirically and the corresponding influence scopes were described.Secondly,to improve he IURC efficiency,the relation between enterprises and research institutions was studied deeply and the theory,revealing the phenomenon that the symbiotic relationship formed from enterprises and research institutions may increase the maximum capacity,was introduced and then the corresponding new symbiotic relation model of IURC was presented.Moreover,based on the association,concentration and compatibility characteristics of the cooperative symbiosis among IURC,the theory indicating that the symbiotic degree consists of symbiotic correlation degree,symbiotic agglomeration degree and symbiotic compatibility degree,was proposed.Then the symbiotic model of IURC and the evaluation system were designed and employed to evaluate the current symbiosis degree and symbiosis efficiency empirically,analyze the indicators of symbiosis in various regions and explain the corresponding causes.Thirdly,on purpose of improving the IURC cooperation efficiency by speeding up the flow of the knowledge,the knowledge diffusion and the path optimization were studied in view of the small world network.The evolutionary dynamic mechanism and the evolutionary model based on the conclusions of the third and the fourth chapters and the promotion of individual economic value were proposed.Five types of selection rules were designed from the aspects of scientific research ability,specialization,relationship,trust and social resources for cooperative object,by which the traditional small world network was upgraded to the small world network model,knowledge synergy degree model and knowledge collaboration degree evaluation system from the path optimization of knowledge diffusion.Then,the mathematical simulation,analysis and evaluation were executed on the small world network model for IURC.Finally,the main conclusions,policy recommendations and prospects were presented from the research findings.
