Environmental problem will be a challenge in a long time in the future.People have come into the age of Industrial civilization since the industrial revolution started in the middle of the 18 century.With scientific and technological level's leaping development and large-scale use of fossil fuels,social productivity scale expands unceasingly and production efficiency increases,level of human use of natural resources and transform the natural environment also increase quickly.In the industrial civilization development mode on the basis of environmental damage and resource consumption,the prosperity of human society almost is proportional to the destruction of natural ecological system.The enlargement of economic scale,industry growing,increasing human demand,eventually lead to all kinds of pollution and waste all over the world.In the 20th century,in the worldwide enormous events due to the environment pollution threat to the survival of mankind happened,maas river valley donora,London smog,minamata disease events,such pollution events bring human tragedy results of intuitive feel the dangers of environmental pollution,but also let people alert and reflect the urgency of environmental pollution control.Governments,academic experts and some foresighted people begin to realize the contradiction among human economic growth,social prosperity and the natural ecosystem carrying capacity,and believe that society system relys on natural ecological system,excessive consumption of limited natural resources will make the natural ecosystem to be the restricting factors of the development of human society.Since then,the concept of "sustainable development"gradually formed and pushed aside in the world,to coordinate the development of economic,social and ecological environment as the core of sustainable development strategy has been accepted by more and more countries,enterprises and individuals.Industrial structure optimization is a key link in the process of implementing sustainable development strategy,is also the problem that China's economic and social development will always accompany.Depending on the different stage of development,different development target,different industry and different area,the industrial structure adjustment and intensity have different features.Persist for a long time,China's environmental problem is closely related to the extensive mode of economic development.Industrial structure is the link among economy,society and nature:industrial structure adjustment factors mobility cause to promote economic development more effectively;Industrial structure changes caused by the social wealth distribution and the change of employment structure is related to social steady;Industrial structure optimization to promote economic development mode from extensive to intensive,reduce consumption and pollution level,gradually reduce the natural ecological system of under pressure.Since reform and opening-up,our country on the road to realize industrialization and modernization progress has built the efficience of industrial system.However,at present our country industry is large in scale but not strong in quality.There is an obvious gap between China and the developed countries in the world in terms of resource utilization efficiency and industrial structure level.The task of transformation and upgrading and span development is urgent and arduous.After 18th National Congress of the Communist Party of China,the economic development of our country enters the New Normal,industry development faces new challenges,resource and environmental constraints unceasingly strengthens,the development model which rely on resource inputs,scale expansion of extensive is unsustainable,so it is urgent to adjust the structure,the transformation and upgrading.Industrial structure adjustment is the focus,the difficulty and the way of total implementation of the sustainable development strategy and getting into the path of green development.The contradiction between economic development and ecological environment are mostly due to human's failure to coordinate the relationship between economic system and ecological system.Inefficiency of ecological resources exploitation will slow down the pace of economic development,it is the waste of natural endowment;Instead,simply focus on economic development while ignoring the finiteness of natural resources leads to the excessive development of natural resources,that will eventually lead to loss of ecological economic and social development.Industrial structure as the core part of human social system,is the embodiment of the division of labor.Environmental regulation is in order to balance and coordination of the relationship between economic development and ecological environment.The use of environmental regulation tools by changing the operating costs of the enterprise,adjusting the proportion of industry,and then make the industrial structure change,finally achieve the purpose of optimizing the industrial structure.From the point of target industry development in our country in the future,to become the world industrialized country ask our country to advance in the direction of intensive development and ecological development.Environment negative externality problem is difficult to solve through the market mechanism,it must rely on mutual cooperation between environmental regulation tools and the market mechanism to make the best relations among economic,social and ecology.As early as the end of the period of "th five-year plan" of China,our country has become the world's second largest economy,but so far,China's industrial development is still large but not strong.For a long time to overdraw the low efficiency of natural resources and energy economic development model eventually led to the increasingly fragile ecosystem,environmental pollution has already started to bother to various aspects such as China's economic development and social life.China in 30 years finished hundreds of years task of the western developed countries through the industrialization,while also experienced the ecological destruction brought in a short period of time.In 2015,SO2,nitrogen oxides,COD,the ammonia nitrogen,are respectively for 18.591 million tons,18.518 million tons,22.235 million tons,2.299 million tons.Although all kinds of pollutant emissions have a downward trend in recent years,but the environmental risk is still very high.In the past,environmental costs in pursuit of economic growth has significant negative influence on national life.According to the China environmental economic accounting report(2004-2010),from 2004 to 2010,early death toll caused by the air pollution was between 250000 to 500000,health economic losses accounted for 0.8%to 1%of GDP,environmental damage has already serious restrict the development of economy and society.The first chapter is introduction.Mainly discussing the environmental constraint,circular economy and green economy theory as well as China's industrial structure and industrialization stage.From two aspects of theory and practical application research of theoretical and practical significance.In this paper,on the basis of the research background and significance of the set expected research goals,to determine the research contents and research methods,interpretation of the core concepts,finally summarizes the research difficulties and innovations of this article.The second chapter is basic theory.This chapter discusses the related theories of environmental regulation and industrial structure adjustment,including Marx's view of ecological environment,Xi Jinping's view of ecological environment,externality theory,property rights theory,information asymmetry theory,tax system reform,etc.The relationship between environmental regulation
