With the agricultural age and the industrial age declined,the development of human society is moving to the information age.The western developed countries has issued a series of information development strategies to seize the high ground of the future development of productivity information.As early as 1993,the United States government proposed the construction of "National Information Highway" program,by 2010,the "Broadband Internet" as a new national information infrastructure,and the"Wisdom of the Earth" as a national strategy.The United Kingdom raised a "Digital Nation" frame,Europe proposed a "European Digital Process",and Japan released the"i-Japan 2015".The Report of the Eighteenth National Congress of the Communist Party of China also raised "to promote the deep integration of informationization and industrialization,the positive interaction of industrialization and urbanization,the coordination of urbanization and agricultural modernization,to drive the simultaneous development of industrialization,informatization,urbanization,and agricultural modernization."At present,China is in a special stage of the integration of informationization and industrialization.The heavy industry has been basically completed,and the demographic dividend has been disappeared.The industrial productivity hindered the positive creativity of workers.Under the constraints of resource shortage and the rising cost of raw materials,the manufacturing-based industry situation faces pressure to transformation and upgrading.Furthermore,the impact of the current international financial environment to the substantial economy is deepening.The country is facing the strategic tasks of transformating the economic development mode,adjusting and upgrading industrial structure,and innovating development model.Through the development of information technology,the penetration and leading role in the information productivity to society and economy continues to strengthen.By increasing the information productivity,the county can promote the transformation of economic development pattern and the optimization of industrial structure,can accelerate the upgrading of traditional industries by information technology,and can promote the digitalizaion of production equipment,intelligence of production processes,and informationization of enterprise management.By driving the industrialization with informationizaiton,the country can promote the sound and rapid integrated development of informationization and industrialization.Therefore,under the background of the integration of informationization and industrialization,it has theoretical and practical reference value to study the inherent law of the development of information productivity,to evaluate the level of the the county's information productivity,to reveal the contributory factors of the information productivity,and to make policy recommendations to promote the development of information productivity.The thesis studied the theory of the information productivity,constructed a multi-level evaluation indicators of the information productivity level,measured the information productivity level in national and regional scale respectively,and proposed countermeasures and suggestions for improving the information productivity level of China.The three main contents and its conclusions of the thesis are summarized as follows:1.Discussion of the theory of information productivity.By integrating the information theory and the classical productivity theory,the conditions of information becoming productivity were analyzed,and the thery of information productivity was constructed.The connotation and features of the information productivity were clarified.The information productivity is a type of production capacity to create,capture,process,and use information and obtain information product by using information technology.It is a new type of productivity with combining information and other factors of productivity.It has the features of highly intelligence and networking,sharing and speed,and high permeability and globality.The constituent elements includes the networking of labor material,the virtualization of the information labor of engaged workers,the digitization of the object of labor.The study demonstrated the law and the technology and industrial base of the development of information productivity.2.Construction of evalutaiton indicator system of information productivity level.First,based on the selection principles of evaluation indicators,43 initial evaluation indicators were selected arrounding the six major elements of the information productivity level:information technology,economy,education and culture,industry inputs and outputs,and social applications.The indicator values were normalized to facilitate the subsequent machine learning and automatic classification.Then the k-means clustering algorithm and initial evaluation indicatiors were used to classify the information productivity level of each evaluation units to obtain category labels.The random forests algorithm was used to train the category labels to obtain the classification error rate and the rank of indicator importance.The indicator in the bottom of the rank was removed,and the new indicators were input into k-means clustering and random forest training again.The iterative process continued until the classification error rates and the importance of indicators meet the requirements,namely the final 30 evaluation indicators and its importance were obtained.Finally,the evaluation system was obtained by calculating the weight of each indicator according to the importance.3.Measurement of China's information productivity level.The measurement model of the information productivity level was constructed based on the multi-level evaluation indicator system.The evalutaion value and the grade of each provinces in 2011,2012,and 2013 was obtained according to the calculation of the model.The results show that:(1)The trends of China's national and regional information productivity level is relatively stable,but the regional information productivity level presences serious imbalance among regions.The overall pattern was rung:Beijing,Shanghai,Tianjin,Guangdong,Zhejiang,and Jiangsu are far higher than the national average level,Fujian,Liaoning,and Shandong are in the national average level,whereas Hebei,Inner Mongolia,Jilin,Shaanxi,and Chongqing are slightly lower than the national average level,and other provinces are far below the national average level.(2)The improvement of the information productivity level is dependent on the economic growth,the investment in research and development of science,technology and education,and the rapid development of Internet and mobile communication technology.However,the traditional communication technology has become saturated,which has little usage to improve the information productivity level of China.(3)The main reasonsof improving the information productivity level are the popularity and applications of the Internet,the growth of the Internet technology,and the rapid development of the Internet industry.The gap between underdeveloped regions and developed regions was gradually narrowed in the construcations and applications of the traditional communications infrastructure.However,the emergence of the new communications technologies produces a greater disparity in accessing and using of information technology.According to the results of measurement and analysis of information productivity level and China's strategy of promoting the deep integration of informationization and industrialization,the paper raised recommendations from five aspects to improve the information productivity level of China,including national information infrastructure,information industry structure,enterprise informationization projects,talent team construction,and information policies.The future study will focus on the penetration capability of information productivity and how to integrate non-quantitative indicators in the evaluation system of information productivity level.
