Within the evolution and development of society,economy and education,tertiary education is subject to multiple challenges from inside and outside the education system.It is an imperative part of the educational governance modernization to identify the challenges in micro-scope,medium-scope,and macro-scope,further to develop majors? setup governance system.The relationships between majors at different levels are related at the micro-scope to the level?s structure of majors and the expression of education system.Within the dichotomy of higher vocational education and undergraduate education,and the framework of their two different major catalogues as well,higher vocational education and undergraduate education follows the operation of Double Helix mode as per their equivalent and dominant quantity in the tertiary education.Parson?s AGIL social analysis paradigm is applied to address the education system.Majors? connection is discovered to be the basic part of major level?s match,and major level?s match is the structural requirement from the operation of Double Helix mode in the educational system,the efficiency of which is the systemic power to express and realize certain educational functions.By defining and operating relationship matrixes based on majors,and applying coupling analysis,it is discovered that the majors? connection and levels? match are in the initial status of spontaneous orders,i.e.,the strength of majors? connection is unevenly distributed,and the stability and coordination need to be improved,which negatively effects the expression of education functions.Therefore,the microscopic solution of major setup?s governance is to improve the two majors? coordination and interactivity so as to realize expected educational functions and facilitate the evolution of education system.Inter-college major communication is related to college?s major-development capacity and the distribution of major-development resource among colleges.The Social Net Analysis is applied to define the inter-college major nets at different levels in the form of matrix based on the inter-college relationship of offering the same majors.The structural holes analysis to those inter-college major nets and their matrixes discovers that the inter-college major communication capacity has cross-net difference and endogenous conflict.The endogenous conflict puts the colleges into the dilemma of ?efficiency or control?.The technological operation of inter-college major relationship strength,the major?s separation effect,the historical effect of college development,and the colleges? recognition to the roles of inner-college major net is analyzed in order to highlight the critical points of medium-scope governance,namely,to promote the distribution efficiency of major development resource and the college?s major communication capacity.The global equilibrium of the employment structure of majors and trades is at macro-scope related to the coordinative development among society,education and human being.Within the systemic interaction of ?Society-Education-Human Being? and ?Upper-system-Subsystem? for society and education,coupling analysis and supply-demand equilibrium analysis are used to explore the employment relationship both from the education side and from the trade side as well.Supply and demand paradox between education and trade,i.e.,major?s over-demand in education is not reconciled with the over-supply in trade,comes from the conflict between the natural ratio difference of trade capacities,and the spontaneous,independent evolution of major?s setup in education system,therefore the solution should be developed in the vision of coordination between society and education.This means that the macro-scope governance should cope with the supply-demand relationship between majors and trades,handle the structural conflict between education and society,and coordinate the career development and employment quality of the graduates as well.The 3 findings from the above systemic analysis to tertiary education?s majors setup,namely,the initial status of spontaneous orders of the majors? connection and levels? match,inter-college major communication capacity?s cross-net difference and endogenous conflict,and the supply and demand paradox between education and trade as well,means different governance targets,tools and supporting actions.Chain theory is introduced to intergrade those factors so as to develop a 3 dimensional governance chain,which is able to coordinate the horizontal contents,connect the vertical parts,and keep the sustainable and dynamic evolution for the majors? setup of tertiary education.The governance chain system is a trial to construct the mechanism and framework for the modernization of education governance to major setup of tertiary education.
