In September 2014,the State Council of China issued the Implementation Opinions in Deepening Reform on Examination&Recruitment System,which proposes a new approach for the reform of the National Higher Education Entrance Examination(Gaokao)system that takes account of both the Gaokao score and the High School Academic Proficiency Test score,with reference to the student's performance in the Comprehensive Quality Assessment.This phase of reform is aimed at fully implementing the quality education concept with a new focus on Comprehensive Quality Assessment,hence making it a most viral topic in this field.That said,the assessment system still requires in-depth research in terms of social consensus,practices,policy effects and technical support;and stakeholders in the educational system are still subject to more specific guidance.A full implementation of the Comprehensive Quality Assessment is vital for students to develop self-awareness and make career planning,for high schools to improve their education delivering,and for higher institutions to better select candidates and establish a cultivation system for innovative students.Throughout the years,the study on student assessment has evolved from simply focusing on a certain "quality" to giving weight to "comprehensive quality";yet it is still a daunting challenge for both domestic and foreign educational systems to best leverage learning sciences and modern technologies and create an assessment system that can best reflect the realities and future trends in students' life and study.The integration of education and new technologies has provided a new perspective that an assessment system based on the big data technology can not only play a key role in learning improvement,but also provide data support for the reform of educational institutions In this era featuring new-generation students and an information society based on big data,the environment and content of students' learning and life have changed drastically.Then should the content and form of the assessment be changed accordingly?How to apply big data to the Comprehensive Quality Assessment?What can be done to uphold the ideal of the Comprehensive Quality Assessment policy as a vision for all people in the education industry?Answers to these questions are of life-and-death importance for the success of China's comprehensive education reform in this new era.The Comprehensive Quality Assessment looks to observe,record and analyze the overall development of students.With the help of big data technology,the project studies the Comprehensive Quality Assessment systems in ordinary high schools in an attempt to understand the following questions:what are Comprehensive Quality Assessment systems in ordinary high schools?Why is Comprehensive Quality Assessment added to the existing dual system of Gaokao and High School Academic Proficiency Test?What is the value orientation behind this policy?How does the big data technology support the Comprehensive Quality Assessment?In an analysis of the effects of this policy with guidance of the game theory,what and how should the Comprehensive Quality Assessment be conducted from the perspectives of policies,the academics and techniques?How should the assessment results be applied?This study is designed at offering creative solutions to problems identified in Shanghai's reform of Comprehensive Quality Assessment systems inordinary high schools by combining theoretical and practical work with quantitative and qualitative analysis.After exploring the meaning and essence of Comprehensive Quality Assessment in the parts of literature review and theoretical analysis,this research examines the implementation,merits and demerits of Comprehensive Quality Assessment through questionnaires,and statistical and case analysis,while finding outthe attitudes of higher institutions towards and their applications of such assessment using interviews and questionnaires,uponwhich a big data-based model of Comprehensive Quality Assessment through software engineering is built.The findings are as follows.First,while there are various interpretations regarding the concept of Comprehensive Quality Assessment system inordinary high schools,Comprehensive Quality Assessment must change from a non-cooperative game to a cooperative symbiosis with the shared visions of focusing on all-round aspects of students,including their health,individuality,overall qualities and sustainable development.Second,Shanghai's Comprehensive Quality Assessment system is developed from paper documents into digital versions built upon records of student development,integrating visible,measurable and structured data of scale compiled under Shanghai's Comprehensive Quality Assessment policy into a data system that records faithfully students' learning outcomes and tracks their development.Under the mechanism of"government certification and recognition by higher institutions",this Comprehensive Quality Assessment system has plaved a guiding role in promoting volunteering services and research-based studies with significant implications.Third,Shanghai's Comprehensive Quality Assessment system is found to be lacking in data comprehensiveness and personality judgment due to systemic and technical defects,under which the greater weight put on scores has led to heavier loads for students and the absence of an effective mechanism for formative assessment,personality development and career planning has hindered category-based selection.Fourth,although Shanghai's Comprehensive Quality Assessment system encourages high schools to distinguish themselves,these schools react in a relatively passive way as such assessment has a limited role in enhancing the quality of teaching and uniqueness of high schools,indicating that the government should further strengthen data-based education governance.Based on systematic analysis and researches,this paper tries to build a big data-based ideal model of Comprehensive Quality Assessment,namely the multisource and multidimensional model which combines scientifically minded decision-making,Comprehensive Quality Assessment,and online learning and resulting outcomes of the new-generation students on the basis of big data technology.This model allows process-oriented study analysis and monitoring of education services by accessing and processing multidimensional structured and non-structured data,while promoting value integration of studies on Comprehensive Quality Assessment and applications of educational big data through data models and technical tools,thus realizing the vision of a technology-based assessment reform.It is also used to analyze the feasibility of collection,analysis and mining of data on students' comprehensive qualities,relying on case studies of current IT platforms.This paper consists of six chapters.The first chapter discusses the background,purposes,significance,questions and methods of this research.The second chapter explores the concept,essence and significance of comprehensive quality education through theoretic analysis of Comprehensive Quality Assessment in ordinary high schools and related hypothesis,and proposes research hypothesis based on analysis of how high schools position themselves.The third chapter analyzes the formation and development of Comprehensive Quality Assessment policy,and evaluates its history and educational value orientation from the perspectives of theories and social and educational backgrounds,drawing theoretical and practical inspirations from international studies for practices of conducting Comprehensive Quality Assessment.The fourth chapter examines the design,technologies,implementation and problems concerning the Comprehensive Quality Assessment system of Shanghai,taking Shanghai's Comprehensive Quality Assessment system reform as a case.The fifth chapter tries to design a multisource and multidimensional Comprehensive Quality Assessment model for ordinary high schools based on big data,and tests the necessity and feasibility of such model through case analysis.Based on this model,this paper offers advices for when and how to use such model,and other policy and technical suggestions.In the sixth chapter,the paper draws the basic conclusions and discusses possible implications.
