"Indicator Assessment" And "Grassroots Pressure":Study On The Indicator Assessment Mechanism For Special Government Tasks

The grassroots behavior deviation derived from the assessment pressure causes the theoretical reflection on the performance appraisal of government special tasks.The government ’s evaluation of special tasks has evolved from the development needs of the times of equality,openness and inclusiveness,and the first signal released is that the pressure on those being evaluated is increasing.In this regard,no matter whether it is a government official or the public,all expect the “return to the original” of the assessment tool.In the call to reduce the burden of assessment,the value expectation of optimizing and upgrading traditional assessment tools is infiltrated.Based on the clues of controlling chaos in the field of poverty alleviation and the high-pressure situation of township poverty alleviation cadres,this paper focuses on the subtle relationship between “indicator assessment” and “primary pressure” and studies the optimization path of government special task assessment tools.That is,how to optimize the index assessment mechanism to alleviate the pressure on the grassroots level and stimulate the initiative and creativity of the staff at the grassroots level is the core issue and the fundamental observance of this article.In order to answer the above-mentioned core questions and present the relationship between assessment and pressure scientifically,this article takes the background of poverty alleviation assessment as an opportunity to carry out in-depth investigations and participatory investigations.From the initial focus on expediency of the frequency to the three-dimensional research and judgment of ideas,content,and methods,it has completed a panoramic grasp of the micro-proposition of the government’s special task index assessment.Based on this,the existing index assessment mechanism is reflected and precipitated,and it responds to the theoretical and practical issues that are extremely important in the modernization of national governance capacity but have not received enough attention.As a realistic response to the assessment of poverty alleviation,this article uses two “investigation stories” as the main thread of logic to unveil the mystery of the assessment pressure source layer by layer.Story One: Excessive assessments caused a heavy burden on the grassroots,which led to deviations in poverty alleviation.The investigation started with multiple assessments,layers of assessments and other phenomena,and conducted an in-depth analysis of the historical evolution,system background and process mechanism that caused the explicit assessment burden.Along with the problem of over-frequency assessments,the practice community has become highly concerned,reducing the frequency of assessments and reducing the burden on grassroots poverty-stricken cadres,and entered the discourse center.On this basis,an in-depth return visit to the surveyed township is the origin of Story Two.The investigation found that when the over-frequency assessment was effectively controlled,the current situation of high voltage at the grassroots level has not been substantially alleviated.It can be seen that the explicit assessment burden characterized by over-frequency assessment is still insufficient to explain the current situation of grassroots high voltage.The frequency and number of assessments are not the root cause of grassroots poverty alleviation cadres in high pressure.To this end,based on the grounded theory,this article conducts in-depth interviews with individuals in complex situations,tries to find a deep source of pressure for poverty alleviation assessment,and builds a theoretical framework for government-specific task assessment studies.The phenomenon of high-level grassroots pressure caused by index assessment is not a special case in the field of poverty alleviation,but is caused by the institutional nature of the index assessment mechanism.Poverty alleviation assessment,as a window into the assessment of government’s special tasks,reflects the daily high-pressure situation of grassroots governments and their staff.This article takes the poverty alleviation assessment as a realistic material,and penetrates the global understanding of the government’s special task assessment.The original intention of the value of the assessment was to stimulate the motivation of the individual,but the current assessment tools are constantly dissolving this foundation.When the index assessment mechanism lags behind the needs of social development,it will not only restrict the improvement of government service capacity and administrative efficiency,but also strengthen the pressure perception of the assesses,causing workplace behavioral deviations.Considering that the index assessment mechanism has shaped stable value logic and institutional arrangements during the operation process,and accompanied by a strong path dependence and self-reinforcing trend,it is necessary to input change factors from the outside in a timely manner in accordance with environmental changes to adapt and transform and innovate.Develop to block the genes of high-pressure assessment and crack the system bottleneck of inefficient disorder.In view of this,based on the general theoretical framework of "idea-content-mode",this research explores and evaluates the value concept,content framework,methods and methods of government-specific task assessments in terms of origin and practice,and explains the index assessment mechanism.Faced with practical obstacles and important challenges,and put long-term theoretical concerns and continuous questions on its future development path.
